Each school district board of education shall submit\n\napproved school, zone, or district empowerment plans to the State\n\nBoard of Education.\n\nB. 1. Within sixty (60) days after receiving an empowerment\n\nplan for a school, zone, or district, the State Board shall approve\n\nthe empowerment plan unless the State Board concludes that the\n\nsubmitted plan:\n\na. is likely to result in a decrease in academic\n\nachievement in the empowered school, zone, or\n\ndistrict, or\n\nb. is not fiscally feasible.\n\n2. If the State Board does not approve the empowerment plan, it\n\nshall provide to the school district board of education a written\n\nexplanation of the basis for its decision.
