Stat. tit. 70, § 70-3-151.1","heading":"Adjusted cohort graduation rate - Academic performance","body":"index.\n\nA. For purposes of establishing a uniform and accurate\n\ndefinition of high school graduation rate for school districts and\n\nsecondary schools in this state, the State Board of Education shall\n\nadopt and implement a four-year adjusted cohort graduation rate and\n\nan extended-year adjusted cohort graduation rate. The Board shall\n\nutilize and report the four-year adjusted cohort graduation rate and\n\nthe extended-year adjusted cohort graduation rate at the secondary\n\nschool site, the school district, and the state level, and the\n\ngraduation rates shall be reported in the aggregate as well as\n\ndisaggregated by subgroups as required in the Elementary and\n\nSecondary Education Act of 1965 (ESEA) as reauthorized by P.L. No.\n\n114-95, also known as the Every Student Succeeds Act (ESSA).\n\nB. The Board shall use the four-year adjusted cohort graduation\n\nrate for purposes of determining the high school graduation rate\n\nindicator for the academic performance data calculation beginning\n\nwith state and district report cards providing results of\n\nassessments administered in the 2011-2012 school year. The Board\n\nshall use the four-year adjusted cohort graduation rate for\n\nestablishing the high school graduation rate for measuring alternate\n\nyear percentage growth targets as set forth in Section 3-151.2 of\n\nthis title beginning with the 2012-2013 school year.\n\nC. The four-year adjusted cohort graduation rate shall be\n\ndefined as the number of students who graduate in four (4) years\n\nwith a standard high school diploma divided by the number of\n\nstudents who entered high school four (4) years earlier. Students\n\nwho transfer out of the school or emigrate to another country and\n\ndeceased students shall not be included in the adjusted cohort\n\ngraduation rate. Twelfth-grade students who transfer into a school\n\nafter October 1 of any school year shall not be included in the\n\nadjusted cohort graduation rate. Students who graduate in four (4)\n\nyears shall include students who earn a standard high school diploma\n\nat the end of their fourth year, before the end of their fourth\n\nyear, and during a summer session immediately following their fourth\n\nyear. To remove a student from a cohort, a school district shall\n\nconfirm in writing or by electronic means that a student has\n\ntransferred out of the school site or school district, has emigrated\n\nto another country, or is deceased. For a student who transfers out\n\nof a school site or school district, the written or electronic\n\nconfirmation shall be official and document that the student has\n\nenrolled in another school site or school district or in an\n\neducational program that culminates in a high school diploma\n\nrecognized by a state or private higher educational institution\n\naccredited or recognized by the Oklahoma State Regents for Higher\n\nEducation for purposes of admission to the institution. Students\n\nwho are not enrolled in a program which culminates in the award of a\n\ncredential recognized by a state or private higher educational\n\ninstitution for purposes of admissions shall not be included in the\n\ngraduation rate calculation as set forth in this subsection as a\n\nstudent who graduated in four (4) years with a standard high school\n\ndiploma but shall be included in the number of students who entered\n\nhigh school four (4) years earlier.\n\nD. The extended-year adjusted cohort graduation rate shall be\n\ndefined as the number of students who graduate in four (4) years or\n\nfive (5) years with a high school diploma divided by the number of\n\nstudents who form the adjusted cohort for the four-year graduation\n\nrate as calculated as provided for in subsection C of this section.\n\nThe extended-year adjusted cohort graduation rate shall be reported\n\nseparately from the four-year adjusted cohort graduation rate.","path":["OK Code","Title 70"],"source_url":"https://www.oklegislature.gov/OK_Statutes/CompleteTitles/os70.pdf","current_through":"2026-08-14","vintage":"open-us-law v2026.08, retrieved 2026-09-14","retrieved_at":"2026-09-14T18:32:36Z","sha256":"832ed9bff76f42c3b7d201d0acd233f0e2031514ad7103280ac5b96e607303f3","source_id":"us-ok","stale":false,"prev":"us-ok/okla.-stat.-tit.-70-70-3-145.9","next":"us-ok/okla.-stat.-tit.-70-70-3-151.2"},"notice":"GroundRules: Original legal text.
