The State Board of Education shall adopt expected alternate\n\nyear percentage growth targets, for all public secondary schools and\n\nschool districts, based on high school graduation rates, using the\n\nfour-year adjusted cohort graduation rate calculated as provided for\n\nin Section 1 of this act. The minimum percentage growth targets\n\nshall be twenty percent (20%) of the difference between the\n\ngraduation rate of the baseline year and the goal of one hundred\n\npercent (100%). The baseline year shall be established in the 2012-\n\n2013 school year. In alternating years new growth targets shall be\n\nestablished until all secondary schools and school districts have\n\nmet the goal of one hundred percent (100%).\n\nB. Public secondary schools and school districts meeting or\n\nexceeding expected growth targets at the end of the initial two (2)\n\nyears or in the alternate years as provided for in subsection A of\n\nthis section shall be recognized by the state as notable schools and\n\nschool districts. Recognition may include, but not be limited to,\n\ncitations of congratulations from the State Superintendent of Public\n\nInstruction as the designee of the State Board of Education, the\n\nGovernor or designee, the Representative and Senator representing\n\nthe school and or school district, and banners for each school or\n\nschool district achieving notable status.\n\nC. Public secondary schools and school districts failing to\n\nmeet the expected growth targets at the end of the initial two (2)\n\nyears or in the alternate years as provided for in subsection A of\n\nthis section shall:\n\n1. Submit a high school graduation improvement plan to their\n\ndistrict board of education at a regularly scheduled meeting prior\n\nto December 31st of the same year; and\n\n2. Contingent upon the availability of funding, participate in\n\ntechnical assistance and training provided by the State Department\n\nof Education for the purpose of reducing drop-out rates and\n\nimproving high school graduation rates. The technical assistance\n\nand training shall include identifying and implementing best\n\npractices, identifying actions the school district and schools\n\nshould take to meet target high school graduation goals, and\n\nproviding ongoing monitoring to assess school district and school\n\nprogress in implementing recommended actions.","path":["OK Code","Title 70"],"source_url":"https://www.oklegislature.gov/OK_Statutes/CompleteTitles/os70.pdf","current_through":"2026-08-14","vintage":"open-us-law v2026.08, retrieved 2026-09-14","retrieved_at":"2026-09-14T18:32:36Z","sha256":"e24a39b2474335383e8b6c619e9ef26cbf5e87b1abe6cae8e001aa7a4a7651f1","source_id":"us-ok","stale":false,"prev":"us-ok/okla.-stat.-tit.-70-70-3-151.1","next":"us-ok/okla.-stat.-tit.-70-70-3-153"},"notice":"GroundRules: Original legal text.
