Stat. tit. 70, § 70-3206","heading":"State Regents - Powers and duties","body":"As provided in Article XIII-A of the Constitution of Oklahoma,\n\nthe State Regents shall constitute a coordinating board of control\n\nfor all state educational institutions, with the following specific\n\npowers:\n\n(a) It shall prescribe standards of higher education applicable\n\nto each institution.\n\n(b) It shall determine the functions and courses of study in\n\neach of the institutions to conform to the standards prescribed.\n\n(c) It shall grant degrees and other forms of academic\n\nrecognition for completion of the prescribed courses in all of such\n\ninstitutions.\n\n(d) It shall recommend to the State Legislature the budget\n\nallocations to each institution.\n\n(e) It shall have the power to recommend to the Legislature\n\nproposed fees for all of such institutions, and any such fees shall\n\nbe effective only within the limits prescribed by the Legislature,\n\nafter taking due cognizance of expressed legislative intent.\n\n(f) It shall allocate funds to each institution according to\n\nits needs and functions from appropriations made by the Legislature.\n\n(g) It may coordinate private, denominational and other\n\ninstitutions of higher learning with the State System under\n\nregulations set forth by the State Regents.\n\nAmong other powers and duties, the State Regents shall:\n\n(h) Prescribe standards for admission to, retention in, and\n\ngraduation from state educational institutions.\n\n(i) Accept federal funds and grants and use the same in\n\naccordance with federal requirements; and accept and disburse\n\ngrants, gifts, devises, bequests and other monies and property from\n\nfoundations, corporations and individuals; and establish, award and\n\ndisburse scholarships and scholarship funds and rewards for merit\n\nfrom any funds available for such purpose.\n\n(j) Allocate revolving and other non-state-appropriated\n\neducational and general funds.\n\n(k) Transfer from one institution to another any property\n\nbelonging to such institution when no longer needed by it and when\n\nneeded by another institution to accomplish its functions.\n\n(l) Prepare and publish annually a report to the Governor, the\n\nLegislature, and institutions, setting forth the progress, needs,\n\nand recommendations of state educational institutions and of the\n\nState Regents; conduct studies, surveys and research projects to\n\ngather information about the needs of state educational institutions\n\nand make such additional reports and recommendations as it deems\n\nnecessary or as the Governor or the Legislature may direct, and\n\npublish such information obtained as may be considered worthy of\n\ndissemination.\n\n(m) Any monies which it is authorized to invest shall be\n\ninvested with the care, skill, prudence, and diligence under the\n\ncircumstances then prevailing that a prudent person acting in a like\n\ncapacity and familiar with such matters would use in the conduct of\n\nan enterprise of a like character and with like aims.\n\n(n) Issue, on behalf of institutions within The Oklahoma State\n\nSystem of Higher Education, other than the University of Oklahoma\n\nand Oklahoma State University, and with the powers enumerated by\n\nthis act, its obligations for purposes of such capital projects as\n\nthe Regents may deem to be proper for the benefit of such\n\ninstitutions. The obligations issued pursuant to the authority of\n\nthis paragraph shall be part of a comprehensive program for capital\n\nmaintenance of such institutions and the obligations shall be\n\nspecial and limited obligations of the Oklahoma State Regents for\n\nHigher Education and shall not constitute general obligations of the\n\nState of Oklahoma.\n\n(o) Exercise all powers necessary or convenient to accomplish\n\nthe purposes and objectives of Article XIII-A of the Constitution of\n\nOklahoma.","path":["OK Code","Title 70"],"source_url":"https://www.oklegislature.gov/OK_Statutes/CompleteTitles/os70.pdf","current_through":"2026-08-14","vintage":"open-us-law v2026.08, retrieved 2026-09-14","retrieved_at":"2026-09-14T18:32:36Z","sha256":"1fe5583e5f7c1d17aa1257f2b2f5de6906e3aca6cf6549522587196a17b50f37","source_id":"us-ok","stale":false,"prev":"us-ok/okla.-stat.-tit.-70-70-3205.14","next":"us-ok/okla.-stat.-tit.-70-70-3206.1"},"notice":"GroundRules: Original legal text.
