Stat. tit. 70, § 70-3206.3","heading":"Policies relating to research and development in","body":"technology in cooperation with private entities.\n\nThe Oklahoma State Regents for Higher Education shall:\n\n1. Establish, pursuant to the requirements of this paragraph, a\n\nmodel policy, which to the extent not inconsistent with this section\n\nmay be adapted by the governing board of regents for each\n\ninstitution within The Oklahoma State System of Higher Education,\n\nregarding:\n\na. the use of facilities, whether consisting of real\n\nproperty, personal property, intangible personal\n\nproperty, or any combination of such properties,\n\nwithin The Oklahoma State System of Higher Education,\n\nfor the purpose of conducting research, the principal\n\npurpose of which is to develop or refine a product,\n\nprocess or idea in cooperation with a private business\n\nentity in order to market the product, process or idea\n\nfor profit,\n\nb. the investment of value available to institutions\n\nwithin The Oklahoma State System of Higher Education,\n\nin private business entities or the receipt of royalty\n\nincome from a private business entity, or both, in\n\nconjunction with research and development conducted on\n\nthe premises of or with the assistance of institutions\n\nwithin The Oklahoma State System of Higher Education,\n\nits faculty, staff or students,\n\nc. a method to inform the faculty, staff, students and\n\nthird parties conducting research on the premises of\n\nor with the assistance of the faculty, staff or\n\nstudents of an institution within The Oklahoma State\n\nSystem of Higher Education of the policies developed\n\npursuant to this paragraph, and\n\nd. the extent to which professors and other faculty and\n\nstudents at institutions within The Oklahoma State\n\nSystem of Higher Education may acquire property\n\ninterests in technology developed on the premises of\n\nor with the assistance of an institution within The\n\nOklahoma State System of Higher Education or a\n\nproperty interest in the revenues derived by the sale,\n\nmarketing, licensing or other disposition of\n\ntechnology by an institution within The Oklahoma State\n\nSystem of Higher Education or by a private business\n\nentity conducting research or engaged in the\n\ndevelopment of technology on the premises of or with\n\nthe assistance of an institution within The Oklahoma\n\nState System of Higher Education; and\n\n2. Establish policies for institutions within The Oklahoma\n\nState System of Higher Education to:\n\na. encourage development of a product, process or idea,\n\nwhether or not the product, process or idea is\n\nprotectable under the intellectual property laws of\n\nthe United States or of this state, and to encourage\n\nthe institutions to take such actions as may be\n\nappropriate in order to promote the development of\n\nproducts, processes or ideas having a potential for\n\nthe improvement or advancement of:\n\n(1) medical technology,\n\n(2) biotechnology,\n\n(3) energy technology,\n\n(4) telecommunications technology,\n\n(5) chemical technology,\n\n(6) industrial technology, and\n\n(7) such other technologies as are deserving of the\n\nresources and assistance available through\n\ninstitutions and the faculty and students of\n\ninstitutions within The Oklahoma State System of\n\nHigher Education,\n\nb. develop appropriate methods to maintain a system for\n\nrecording the nature of research being conducted at\n\ninstitutions within The Oklahoma State System of\n\nHigher Education and the results of research having\n\npotential for protection pursuant to the intellectual\n\nproperty laws of the United States or of this state,\n\nand\n\nc. develop a system to account for:\n\n(1) expenses associated with research and development\n\nconducted on the premises of or with the\n\nassistance of an institution within The Oklahoma\n\nState System of Higher Education,\n\n(2) the financial relationships, if any, established\n\nbetween those institutions and private business\n\nentities,\n\n(3) the acquisition of equity interests in private\n\nbusiness entities,\ndevelop a system to account for:\n\n(1) expenses associated with research and development\n\nconducted on the premises of or with the\n\nassistance of an institution within The Oklahoma\n\nState System of Higher Education,\n\n(2) the financial relationships, if any, established\n\nbetween those institutions and private business\n\nentities,\n\n(3) the acquisition of equity interests in private\n\nbusiness entities,\n\n(4) the receipt of royalty income or other income\n\nrelated to the sale or other disposition of\n\nproducts, processes or ideas by institutions or\n\nprivate business entities with which the\n\ninstitution has established a financial\n\narrangement,\n\n(5) the gains or losses upon the sale or other\n\ndisposition of equity interests in private\n\nbusiness entities, and\n\n(6) such other matters relating to the income and\n\nexpenses associated with the research,\n\ndevelopment, intellectual property protection,\n\nmarketing, distribution or other matters as the\n\nState Regents determine to be appropriate.","path":["OK Code","Title 70"],"source_url":"https://www.oklegislature.gov/OK_Statutes/CompleteTitles/os70.pdf","current_through":"2026-08-14","vintage":"open-us-law v2026.08, retrieved 2026-09-14","retrieved_at":"2026-09-14T18:32:36Z","sha256":"5b952f9f0af2566caebd600471b3fa0ccd53bf6a018647585e75d3545b06c8cf","source_id":"us-ok","stale":false,"prev":"us-ok/okla.-stat.-tit.-70-70-3206.2","next":"us-ok/okla.-stat.-tit.-70-70-3206.4"},"notice":"GroundRules: Original legal text.
