It is the intent of the Legislature that credits earned by\n\nstudents in any institution of higher education within The Oklahoma\n\nState System of Higher Education be fully accepted at any other\n\ninstitution of higher education within The Oklahoma State System of\n\nHigher Education and that the Oklahoma State Regents for Higher\n\nEducation assume leadership in working with institutional faculty\n\nand administrators to ensure that students move smoothly from one\n\nlevel of education to another. Objectives should include\n\ndevelopment of transfer policies and guides, degree sheets, course\n\nequivalencies, and common course numbering.\n\nB. It is the intent of the Legislature that institutions of\n\nhigher education within The Oklahoma State System of Higher\n\nEducation, private institutions accredited by the Oklahoma State\n\nRegents for Higher Education, technology center school districts,\n\nschools or training programs licensed, accredited, approved, or\n\nregulated by any state agency, and private schools licensed by the\n\nOklahoma Board of Private Vocational Schools be prohibited from\n\nplacing statements in documents or brochures given to students or\n\nadvertising in publications that credits earned at the institution,\n\ntraining program, or school are fully accepted at another\n\ninstitution or school without having a written agreement with the\n\nother institution or school stating that the credits will be fully\n\naccepted.\n\nC. It is the intent of the Legislature that in establishing the\n\nminimum required score on an Advanced Placement Examination for\n\ngranting course credit for a particular lower division course,\n\ninstitutions of higher education within The Oklahoma State System of\n\nHigher Education shall not require an Advanced Placement Exam score\n\nof more than three, except the requirement of an Advanced Placement\n\nExam score of more than three shall be permitted for granting\n\nadditional course credit for a lower division course or courses\n\nsequenced with the initial lower division course. Credit policy\n\nregarding all Advanced Placement Exams shall be posted on campus\n\nwebsites effective for the 2021-22 fall academic term and for each\n\nacademic term thereafter. The institutions of higher education\n\nwithin The Oklahoma State System of Higher Education shall conduct\n\nbiennial reviews of their Advanced Placement credit policy. The\n\nOklahoma State System of Higher Education shall report noncompliance\n\nto the education committees in the Senate and House of\n\nRepresentatives by December 1 each year beginning December 1, 2021.\n\nD. It is the intent of the Legislature that in establishing the\n\nminimum required score on a College-Level Examination Program (CLEP)\n\nexamination for granting course credit for a particular lower\n\ndivision course, institutions of higher education within The\n\nOklahoma State System of Higher Education shall not require a score\n\nhigher than the minimum score recommended by a nonprofit higher\n\neducation association that makes recommendations on college-level\n\nequivalencies. Provided, however, the president of the institution\n\nmay determine, based on evidence, that a higher score on the\n\nexamination is necessary to indicate that a student is sufficiently\n\nprepared to be successful in a related, more advanced course for\n\nwhich the lower division course is a prerequisite.
