Resident tuition, nonresident tuition, and other fees to be\n\nrequired of students receiving instruction or other academic\n\nservices provided by institutions of The Oklahoma State System of\n\nHigher Education shall be established by the Oklahoma State Regents\n\nfor Higher Education with due regard for the provisions of Section\n\n3218.14 of this title within limits prescribed by the Legislature.\n\nNothing in this act shall be construed as limiting or prohibiting\n\nthe requirement of payment for goods or services provided by\n\nauxiliary enterprises operated by or in conjunction with\n\ninstitutions of The Oklahoma State System of Higher Education and\n\nauthorized by the Oklahoma State Regents for Higher Education.\n\nB. By January 1 of each year, the Oklahoma State Regents for\n\nHigher Education shall submit a report to the Governor, the\n\nPresident Pro Tempore of the Senate, the Speaker of the House of\n\nRepresentatives, and the minority floor leaders and education\n\ncommittee chairs of both houses of the Oklahoma Legislature. The\n\nannual report shall include the following information:\n\n1. Actions taken in regard to and the schedule of tuition and\n\nfees approved for The Oklahoma State System of Higher Education for\n\nthe current academic year;\n\n2. Data on the impact of any tuition or fee increases on the\n\nability of students to meet the costs of attendance, enrollment\n\npatterns, availability of financial aid;\n\n3. The budget prepared by the State Regents setting out in\n\ndetail the necessary expenses of the State Regents for the next\n\nfiscal year;\n\n4. The budget requests or proposals submitted by each\n\ninstitution to the State Regents for the next fiscal year;\n\n5. The funding formula or allotment system used by the State\n\nRegents to allocate money to each institution, including a\n\ndescription of the functional goals of the formula or system for\n\ndistributing funds to each institution;\n\n6. A calculation of any differences in the budget requests\n\namounts for each institution and the actual amounts allocated to\n\neach institution, including an explanation for any differences; and\n\n7. Any other data considered relevant by the State Regents.\n\nC. By January 1 of each year, each institution of The Oklahoma\n\nState System of Higher Education shall submit a report to the\n\nGovernor, the President Pro Tempore of the Senate, the Speaker of\n\nthe House of Representatives, and the minority floor leaders and\n\neducation committee chairs of both houses of the Oklahoma\n\nLegislature. The annual report shall include the following\n\ninformation:\n\n1. A copy of reports submitted to the State Regents which\n\nitemizes the tuition and fees for each institution by campus or\n\nlocation; and\n\n2.
