It is the intent of the Oklahoma Legislature that all\n\ninstructors, including all graduate teaching assistants, now\n\nemployed or being considered for employment at institutions within\n\nThe Oklahoma State System of Higher Education shall be proficient in\n\nspeaking the English language so that they may adequately instruct\n\nstudents.\n\nB. Exceptions to this statement of intent shall include the\n\ninstruction of courses that are:\n\n1. Designed to be taught predominantly in a foreign language;\n\nand\n\n2. Elective, special arrangement courses such as individualized\n\ninstruction and independent study courses.\n\nC. It is further the intent of the Legislature that each\n\ninstitution within The Oklahoma State System of Higher Education\n\nevaluate its instructional faculty for oral, aural, and written\n\nfluency in the English language in the classroom. By September 1 of\n\neach year, each state institution shall file with the Oklahoma State\n\nRegents for Higher Education a certification stating that the\n\ninstructional faculty members, whose native language is other than\n\nEnglish, hired either after July 1, 1995, or hired subsequent to the\n\nlast annual certification, are proficient in the English language.\n\nD. Each college and university of the State System shall\n\nprovide an annual report to the President Pro Tempore of the Senate\n\nand the Speaker of the House of the Oklahoma Legislature by January\n\n1 of each year setting forth the following information:\n\n1. Procedures established to guarantee faculty members have\n\nproficiency in both written and spoken English; and\n\n2.
