The Oklahoma State Regents for Higher Education are hereby\n\nauthorized to establish and implement a system for the rental and\n\ndistribution of higher education textbooks to students attending any\n\ninstitution of higher education within The Oklahoma State System for\n\nHigher Education. The purpose of this system for rental and\n\ndistribution of textbooks is to:\n\n1. Make textbooks available on a rental basis to students who\n\nmay not be able to afford the price of a new or used textbook;\n\n2. Encourage faculty within The Oklahoma State System of Higher\n\nEducation to use class textbooks for a longer period of time;\n\n3. Encourage department heads to review textbooks used in that\n\ndepartment to help determine if a textbook can be utilized for a\n\nlonger period of time or whether such textbook is outdated; and\n\n4. Encourage students to make use of all textbooks required for\n\nthe courses of study of such student and not limit the education of\n\nthe student because of lack of funds to purchase new or used\n\ntextbooks.\n\nB. The Oklahoma State Regents for Higher Education are hereby\n\nencouraged to authorize the board of regents of the various higher\n\neducation institutions within The Oklahoma State System for Higher\n\nEducation to utilize the system to purchase textbooks as determined\n\nby the faculty or department heads to be marked as rental textbooks\n\nto be provided at a low rental payment for students attending that\n\ninstitution of higher education. Among other conditions of rental\n\nestablished by the State Regents and the Board of Regents of the\n\ninstitution of higher education, such textbooks shall be rented on\n\ncondition of return of such textbook at the conclusion of the course\n\nof study of such student and that any damage to the textbook will be\n\npaid for by the student.
