Beginning with the 2004-2005 academic year, public or\n\nprivate postsecondary educational institutions shall provide\n\ndetailed information on the risks associated with meningococcal\n\ndisease and the risks and benefits of the vaccination as well as the\n\navailability of vaccine to students who reside or plan to reside in\n\non-campus student housing.\n\nB. Beginning with the 2004-2005 academic year, students who are\n\nfirst-time enrollees in any public or private postsecondary\n\neducational institution in this state and who reside in on-campus\n\nstudent housing shall be vaccinated against meningococcal disease,\n\nunless:\n\n1. In the case of an individual who is eighteen (18) years of\n\nage or older, the individual signs a written waiver provided by the\n\ninstitution of higher education stating that the individual has\n\nreceived and reviewed the information provided and has chosen not to\n\nbe vaccinated against meningococcal disease; or\n\n2. In the case of an individual who is a minor, the\n\nindividual’s parent or guardian signs a written waiver provided by\n\nthe institution of higher education stating that the parent or\n\nguardian has received and reviewed the information provided and has\n\nchosen not to have the individual vaccinated against meningococcal\n\ndisease.\n\nC. The Oklahoma State Regents for Higher Education shall\n\nconsult the State Department of Health regarding the preparation of\n\nthe informational material and waiver form required in subsection B\n\nof this section. The Regents shall provide the material and form to\n\nall public or private postsecondary educational institutions with\n\non-campus student housing in this state. It shall be the\n\nresponsibility of the governing body or board of regents for each\n\npublic or private postsecondary institution or group of institutions\n\nto adopt policies for the implementation of this section.\n\nD.
