Upon the effective date of this act, the Oklahoma State\n\nRegents for Higher Education shall allow, if offered by nonprofit\n\norganizations that specialize in outreach and education programs on\n\nsex trafficking and exploitation, a series of in-depth prevention\n\nand education programs regarding sex trafficking and exploitation to\n\nall freshman students enrolled at institutions of higher education\n\nwithin The Oklahoma State System of Higher Education.\n\nB. Institutions of higher education shall provide all freshman\n\nstudents the opportunity to attend one of three on-campus, voluntary\n\nsex trafficking and exploitation prevention and education programs\n\nat any time, including during freshman orientation activities, if\n\noffered by nonprofit organizations that specialize in outreach and\n\neducation programs on sex trafficking and exploitation. The sex\n\ntrafficking and exploitation prevention and education programs shall\n\nspecifically provide students the following:\n\n1. Definitions and nature of sex trafficking and exploitation;\n\n2. Current laws of sex trafficking and exploitation in\n\nOklahoma;\n\n3. Facts and statistics of sex trafficking and exploitation in\n\nOklahoma and throughout the United States;\n\n4. How sex traffickers profile victims;\n\n5. The role of online computer activity;\n\n6. How demand is created and the industries that influence sex\n\ntrafficking and exploitation;\n\n7. How to identify a potential victim and what to do when a\n\nperson identifies a victim;\n\n8. Understanding force, fraud and coercion;\n\n9. Understanding how traffickers groom a victim;\n\n10. The differences between prostitution, sex trafficking and\n\nexploitation;\n\n11. The role that pornography plays in sex trafficking and\n\nexploitation;\n\n12. Understanding the complexities of abuse, indoctrination and\n\nmanipulation;\n\n13. Understanding the physiological makeup of a sex trafficking\n\nvictim;\n\n14. Rescuing victims of sex trafficking and exploitation; and\n\n15. How to engage in the fight against sex trafficking and\n\nexploitation.\n\nC. Program materials related to sex trafficking and\n\nexploitation prevention and education programs shall be provided at\n\nno cost to participating students and their parents and legal\n\nguardians.
