Stat. tit. 70, § 70-3305","heading":"Board of Regents of the University of Oklahoma - Powers","body":"and duties.\n\nThe Board of Regents of the University of Oklahoma shall have\n\nthe supervision, management and control of the University of\n\nOklahoma and all its integral parts, of Cameron University, and of\n\nRogers State University and shall have the following additional\n\npowers and duties:\n\n(a) Adopt such rules and regulations as it deems necessary to\n\ngovern the University of Oklahoma, Cameron University, and Rogers\n\nState University.\n\n(b) Employ and fix the compensation and duties of such\n\npersonnel as it deems necessary, including architects, attorneys,\n\nengineers and other professional and technical persons, for its\n\noperation and for the operation of the University of Oklahoma,\n\nCameron University, and Rogers State University. Any of such\n\npersonnel having custody of public funds or other public property\n\nmay be required to furnish corporate surety bonds in such amounts as\n\nmay be deemed necessary by the Board, payable to the State of\n\nOklahoma and conditioned upon a faithful accounting of all such\n\nfunds and property.\n\n(c) Enter into contracts, purchase supplies, materials and\n\nequipment, and incur such other expenses as may be necessary to make\n\nany of its powers effective.\n\n(d) Authorize officials of the University of Oklahoma, Cameron\n\nUniversity, and Rogers State University to act in its behalf in the\n\nmaking of contracts, or in carrying out the powers conferred upon\n\nit.\n\n(e) Receive and make disposition of monies, grants, and\n\nproperty from federal agencies, and administer the same in\n\naccordance with federal requirements.\n\n(f) Accept gifts of real and personal property, monies and\n\nother things, and use or dispose of the same in accordance with the\n\ndirections of the donors or grantors thereof.\n\n(g) Direct the disposition of all monies appropriated by the\n\nLegislature or by the Congress or derived from the sale of bonds or\n\nreceived from any other source by the University of Oklahoma,\n\nCameron University, and Rogers State University.\n\n(h) Acquire and take title to real and personal property in its\n\nname, on behalf of the University of Oklahoma or any agency thereof,\n\non behalf of Cameron University, and on behalf of Rogers State\n\nUniversity and convey, exchange or dispose of, or otherwise manage\n\nor control, such property in the interest of the University of\n\nOklahoma or agency thereof, Cameron University, and Rogers State\n\nUniversity, including the granting of leases, permits, easements and\n\nlicenses over or upon such real property. The Board shall have the\n\npower to institute legal action in the name of the Board before any\n\ncourt having jurisdiction of such actions. The Board shall have the\n\ncustody and control of abstracts of title and instruments affecting\n\nthe ownership of or title to real property belonging to the Board,\n\nand being held by the Board on behalf of the University of Oklahoma\n\nor any agency thereof, on behalf of Cameron University, and on\n\nbehalf of Rogers State University.\n\n(i) Have supervision and charge of the construction of all\n\nbuildings at the University of Oklahoma, Cameron University, and\n\nRogers State University.\n\n(j) Determine the need for and cause to be constructed,\n\ndormitories and other buildings, on a self-liquidating basis, at the\n\nUniversity of Oklahoma or any branch or facility thereof, at Cameron\n\nUniversity, and at Rogers State University.\nrsity.\n\n(i) Have supervision and charge of the construction of all\n\nbuildings at the University of Oklahoma, Cameron University, and\n\nRogers State University.\n\n(j) Determine the need for and cause to be constructed,\n\ndormitories and other buildings, on a self-liquidating basis, at the\n\nUniversity of Oklahoma or any branch or facility thereof, at Cameron\n\nUniversity, and at Rogers State University.\n\n(k) Establish and maintain plans for tenure and retirement of\n\nemployees of the Board and of the University of Oklahoma, Cameron\n\nUniversity, and Rogers State University and for payment of deferred\n\ncompensation of such employees; and provide hospital and medical\n\nbenefits, accident, health and life insurance, and annuity\n\ncontracts, for such employees and their dependents. The Board may\n\npay for all or a part of the cost thereof for employees, with funds\n\navailable for the operation of the institution. Amounts payable by\n\nan employee for such insurance or annuity contracts may, with the\n\nconsent of the employee, be deducted from his salary.\n\n(l) Audit all accounts against the funds appropriated for the\n\nuse and maintenance of the University of Oklahoma, Cameron\n\nUniversity, and Rogers State University and the State Treasurer\n\nshall issue his warrant for the amount of all accounts, including\n\nsalaries and expenses of said Board, which shall have been audited\n\nand allowed by the Board of Regents and attested by the President\n\nand Secretary of the University of Oklahoma, the President of\n\nCameron University, and the President of Rogers State University.\n\n(m) Provide penalties and forfeitures by way of damages and\n\notherwise for the violation of rules and regulations of the Board,\n\nwhich may be sued for and collected in the name of the Board before\n\nany court having jurisdiction of such actions.\n\n(n) Issue, on behalf of the University of Oklahoma, special and\n\nlimited obligations for purposes of such capital projects as the\n\nRegents may deem to be proper.\n\n(o) Do all things necessary and convenient to carry out the\n\npowers expressly granted to it by the Constitution and the laws of\n\nthe state, or to make the University of Oklahoma, Cameron\n\nUniversity, and Rogers State University effective for the purposes\n\nfor which they are maintained and operated and the enumeration\n\nherein of certain powers and immunities of the Board of Regents of\n\nthe University shall not be construed as in derogation or as a\n\nlimitation of the powers and immunities properly belonging to the\n\nBoard in the government of the University of Oklahoma, Cameron\n\nUniversity, and Rogers State University by virtue of Section 8,\n\nArticle XIII of the Constitution.","path":["OK Code","Title 70"],"source_url":"https://www.oklegislature.gov/OK_Statutes/CompleteTitles/os70.pdf","current_through":"2026-08-14","vintage":"open-us-law v2026.08, retrieved 2026-09-14","retrieved_at":"2026-09-14T18:32:36Z","sha256":"0b4a323324ab33c7d6aa7bd04ba881a52458d26876b2c6a9a252b1e00f353ca8","source_id":"us-ok","stale":false,"prev":"us-ok/okla.-stat.-tit.-70-70-3304","next":"us-ok/okla.-stat.-tit.-70-70-3307"},"notice":"GroundRules: Original legal text.
