Any person or peace officer who desires to attend a basic\n\nlaw enforcement academy conducted by the Council on Law Enforcement\n\nEducation and Training (CLEET) shall, within ninety (90) days of\n\nhire and prior to CLEET admission, be required to score a minimum of\n\nseventy percent (70%) on a reading and writing comprehension\n\nexamination approved by CLEET to assure the applicant can read and\n\nwrite on a level necessary to perform the requirements of the CLEET\n\nacademy. Any person or any peace officer who desires to attend a\n\nCLEET-approved reserve basic law enforcement academy shall, within\n\nninety (90) days of hire and prior to reserve basic law enforcement\n\nacademy admission, be required to score a minimum of seventy percent\n\n(70%) on a reading and writing comprehension examination approved by\n\nCLEET to assure the applicant can read and write at a level\n\nnecessary to perform the requirements of the reserve academy.\n\nB. Beginning November 1, 2009, any person or peace officer who\n\ndesires to attend the basic law enforcement academy conducted by\n\nCLEET shall, prior to admission, be required to provide proof of a\n\nscore of a minimum of seventy percent (70%) on a physical agility\n\ntest approved by CLEET to assure the applicant is in sufficient\n\nphysical condition to avoid unnecessary injury during the basic law\n\nenforcement academy training.\n\nC. 1. Beginning November 1, 2009, any person or peace officer,\n\nupon employment by a law enforcement agency and prior to attending a\n\nbasic law enforcement academy conducted by CLEET, shall execute a\n\npromissory note for academy training expenses payable to CLEET\n\nwhereby the person or peace officer promises to repay the note by\n\nremaining within the law enforcement profession in the State of\n\nOklahoma in a position approved by rules and regulations of CLEET\n\nfor four (4) years following graduation from the basic law\n\nenforcement academy.\n\n2. A law enforcement agency previously approved by CLEET to\n\nconduct a basic law enforcement academy may require any person or\n\npeace officer to execute a promissory note for academy training\n\nexpenses payable to the law enforcement agency conducting the\n\ntraining, whereby the person or peace officer promises to repay the\n\nnote by remaining with the law enforcement agency in a position\n\napproved by the law enforcement agency for a period of time agreed\n\nupon and under terms and conditions agreeable to both parties, not\n\nto extend longer than four (4) years following graduation from the\n\nbasic law enforcement academy.\n\nD. The amounts due pursuant to subsection C of this section\n\nshall be reduced at a rate of Three Dollars ($3.00) per calendar day\n\nbeginning the first day after graduation from the basic law\n\nenforcement academy and continuing until the end of one thousand\n\nfour hundred sixty (1,460) days. If for any reason a peace officer\n\nleaves the employment of a law enforcement agency and does not\n\nreemploy with an approved law enforcement agency within ninety (90)\n\ndays of the date of becoming inactive the obligation shall be\n\nconsidered due. Upon default of the note, if no agreement for\n\npayment or payment schedule has been agreed upon, the certification\n\nof the peace officer shall be suspended. For purposes of repayment,\n\nperiods of time where a peace officer is inactive shall not be\n\nincluded in the one-thousand-four-hundred-sixty-day employment\n\nperiod.\n\nE. The amount of a promissory note for academy training\n\nexpenses that is canceled under the provisions of this section shall\n\nnot be considered income for the purposes of Oklahoma State Income\n\nTax.\n\nF. The Director of CLEET may waive any or all promissory note\n\nobligations for academy training expenses in instances where in the\n\nsole opinion of the Director, a waiver is in the best interests of\n\nlaw enforcement.\nthat is canceled under the provisions of this section shall\n\nnot be considered income for the purposes of Oklahoma State Income\n\nTax.\n\nF. Violation of the provisions of subsection D of this section\n\nor the terms of the promissory note for academy training expenses\n\nentered into pursuant to paragraph 1 of subsection C of this section\n\nshall give rise to a cause of action and suit may be commenced by\n\nCLEET for and on behalf of the State of Oklahoma for restitution of\n\nany and all sums plus interest at the statutory rate, costs and\n\nreasonable attorney fees. All promissory notes for academy training\n\nexpenses, interest and fees collected pursuant to paragraph 1 of\n\nsubsection C of this section shall be deposited into the Peace\n\nOfficer Revolving Fund provided for in Section 3311.7 of this title.\n\nThe provisions of this subsection shall not apply to persons who\n\nvolunteer or are drafted into active military service subsequent to\n\nreceiving CLEET training at state expense.","path":["OK Code","Title 70"],"source_url":"https://www.oklegislature.gov/OK_Statutes/CompleteTitles/os70.pdf","current_through":"2026-08-14","vintage":"open-us-law v2026.08, retrieved 2026-09-14","retrieved_at":"2026-09-14T18:32:36Z","sha256":"eeb16bc439739e88126f5704dd2b8f20a878d6664d6c50e4bfca138d122f720b","source_id":"us-ok","stale":false,"prev":"us-ok/okla.-stat.-tit.-70-70-3311.10","next":"us-ok/okla.-stat.-tit.-70-70-3311.12"},"notice":"GroundRules: Original legal text.
