The purpose of Oklahoma State University Fire Service\n\nTraining (OSU FST) shall be to develop, deliver, support and\n\nevaluate training, education and professional certification programs\n\nfor fire service in this state to ensure emergency responders may\n\nsafely and successfully perform their duties.\n\nB. OSU FST shall:\n\n1. Deliver and support training and education programs for fire\n\nservice and other emergency responders in this state to meet local\n\nand state needs by:\n\na. collaborating with technology center schools and other\n\ntraining providers to ensure training, training\n\nsupport and support of certification testing are\n\nreadily available to all areas of the state to\n\naccomplish the State Fire Marshal Commission annual\n\nstate training plan and regional training plans which\n\nare voluntarily developed and adopted, and\n\nb. collaborating with technology center schools and other\n\ntraining providers to develop and maintain a database\n\nof available instructors to teach fire and emergency\n\nresponder topics. The database shall be maintained on\n\nthe OSU FST website and made available to other\n\ntraining providers;\n\n2. Collaborate with the State Fire Marshal Commission on\n\nefforts which shall include, but not be limited to, participation in\n\nthe activities of the State Fire Marshal Commission training task\n\nforce and initiatives intended to accomplish the State Fire Marshal\n\nCommission firefighter training goals and the state-specific\n\nstandards certification program;\n\n3. Develop or adopt and disseminate curriculum and\n\ninstructional materials to fire departments and training providers\n\nconsistent with state and federal statutory requirements for\n\nclasses, courses and programs for delivery to fire service in this\n\nstate, with every effort being made to provide the curriculum and\n\nmaterials at minimal or no cost. Unless required by state or\n\nfederal regulations, selection, adoption and/or use of the OSU-FST-\n\ndisseminated curriculum and training materials or instructors shall\n\nbe at the discretion of each training provider or local fire\n\ndepartment;\n\n4. Maintain and make available by electronic means, in a manner\n\nconsistent with state and federal regulations, to the State Fire\n\nMarshal Commission, fire chiefs, training officers and other\n\nagencies as required by law, as requested, all training and\n\ncertification records of Oklahoma firefighters who participate in\n\ntraining sponsored by OSU FST or records provided to OSU FST by\n\nlocal fire departments or other training agencies. The provisions\n\nof this paragraph shall not apply to state and federal wild-land\n\nfire agencies;\n\n5. Develop, administer and evaluate an accredited certification\n\nprogram available to all firefighters and other emergency responders\n\nbased on National Fire Protection Association standards and/or state\n\nand federal standards. The program shall:\n\na. be accredited through the International Fire Service\n\nAccreditation Congress and/or the National Board on\n\nFire Service Professional Qualifications at levels\n\ndeemed beneficial to fire service in this state,\n\nb. provide for dissemination to recognized certification\n\npartners and posting to the OSU FST's website a list\n\nof qualified proctors and evaluators for use during\n\nOSU FST certification events,\n\nc. develop, as requested, special certifications based on\n\nstate-specific standards adopted by the State Fire\n\nMarshal Commission or other state agencies that are\n\ndesigned for emergency responders in this state, which\n\nmay not be accredited,\n\nd. maintain certification records and disseminate\n\ncertifications of State-Fire-Marshal-Commission-\n\nadopted or -approved Oklahoma state-specific\n\ncertifications. The certifications may be jointly\n\nlabeled as the State Fire Marshal Commission, OSU FST,\n\nthe Oklahoma Career and Technology Education System or\n\nother State-Fire-Marshal-Commission-approved training\ntate, which\n\nmay not be accredited,\n\nd. maintain certification records and disseminate\n\ncertifications of State-Fire-Marshal-Commission-\n\nadopted or -approved Oklahoma state-specific\n\ncertifications. The certifications may be jointly\n\nlabeled as the State Fire Marshal Commission, OSU FST,\n\nthe Oklahoma Career and Technology Education System or\n\nother State-Fire-Marshal-Commission-approved training\n\nproviders administering state-specific certifications,\n\ne. ensure that the Oklahoma state-specific certifications\n\nshall not duplicate certifications accredited by the\n\nInternational Fire Service Accreditation Congress or\n\nthe National Board on Fire Service Professional\n\nQualifications, or titles of certification levels\n\nlisted in the National Fire Protection Association\n\nprofessional qualifications standards, and\n\nf. when requested by an Oklahoma fire department or state\n\nagency, facilitate delivery of International Fire\n\nService Accreditation Congress and National Board on\n\nFire Service Professional Qualifications accredited\n\ncertification processes which are not currently\n\navailable through OSU FST; and\n\n6. Fulfill any other statutory requirements set forth by the\n\nLegislature.\n\nC. OSU FST shall be the Oklahoma state government\n\nrepresentative to the United States Fire Administration's National\n\nFire Academy and shall be responsible for delivering and\n\ndisseminating training courses provided by, or made available\n\nthrough, the National Fire Academy.\n\nD. Beginning September 15, 2014, and continuing on September 15\n\nevery following year, OSU FST shall submit an annual report\n\nregarding its programs, activity and accomplishments to the Chair of\n\nthe Board of Regents for the Oklahoma Agricultural and Mechanical\n\nColleges, the President of Oklahoma State University and the Dean of\n\nthe Oklahoma State University College of Engineering, Architecture\n\nand Technology.\n\nE. Nothing in this section shall be construed to divert funding\n\nfrom one entity to another. Nothing in this section shall be\n\nconstrued to limit, preclude or exempt an organization, agency or\n\nlocal department from delivery of training; development, adoption or\n\ndissemination of training curriculum or materials; participation in\n\na State Fire Marshal Commission certification program based on an\n\nOklahoma state-specific standard adopted or approved by the State\n\nFire Marshal Commission; or issuance of a certificate of completion\n\nof training.","path":["OK Code","Title 70"],"source_url":"https://www.oklegislature.gov/OK_Statutes/CompleteTitles/os70.pdf","current_through":"2026-08-14","vintage":"open-us-law v2026.08, retrieved 2026-09-14","retrieved_at":"2026-09-14T18:32:36Z","sha256":"e1838d2fc818176d02c9d423be133e27a2f07578bdab270ffa00650b6079c858","source_id":"us-ok","stale":false,"prev":"us-ok/okla.-stat.-tit.-70-70-3401.1","next":"us-ok/okla.-stat.-tit.-70-70-3402"},"notice":"GroundRules: Original legal text.
