The Oklahoma State Regents for Higher Education shall make\n\nresident college credit courses and programs available to the people\n\nof Duncan.\n\nB. The Oklahoma State Regents for Higher Education shall make\n\nlower and upper division classes and programs and graduate classes\n\nat the Masters level through a branch of Cameron University, which\n\nshall be established and located in Duncan.
