Stat. tit. 70, § 70-3412","heading":"Board of Regents for the Oklahoma Agricultural and","body":"Mechanical Colleges - Powers and duties.\n\nThe Board of Regents for the Oklahoma Agricultural and\n\nMechanical Colleges shall have the supervision, management and\n\ncontrol of Oklahoma State University, Panhandle State University,\n\nLangston University, Connors State College, and Northeastern\n\nOklahoma Agricultural and Mechanical College; and shall have the\n\nfollowing additional powers and duties:\n\n1. Adopt such rules and regulations as it deems necessary to\n\ngovern each of the institutions under its jurisdiction;\n\n2. Employ and fix the compensation and duties of such personnel\n\nas it deems necessary, including architects, attorneys, engineers,\n\nand other professional and technical persons deemed necessary by the\n\nBoard, for its operation and for the operation of the institutions\n\nunder its jurisdiction. Any of such personnel having custody of\n\npublic funds or other public property may be required to furnish\n\ncorporate surety bonds in such amounts as may be deemed necessary by\n\nthe Board, payable to the State of Oklahoma and conditioned upon a\n\nfaithful accounting of all such funds and property;\n\n3. Enter into contracts, purchase supplies, materials and\n\nequipment, and incur such other expenses as may be necessary to make\n\nany of its powers effective;\n\n4. Authorize officials at the several institutions under its\n\njurisdiction to act in its behalf in the making of contracts, or in\n\ncarrying out the powers conferred upon it;\n\n5. Receive and make disposition of monies, grants and property\n\nfrom federal agencies, and administer the same in accordance with\n\nfederal requirements;\n\n6. Accept gifts of real and personal property, money and other\n\nthings, and use or dispose of the same in accordance with the\n\ndirections of the donors or grantors thereof;\n\n7. Direct the disposition of all monies appropriated by the\n\nLegislature or by the Congress or derived from the sale of bonds or\n\nreceived from any other source by institutions under its\n\njurisdiction;\n\n8. Acquire and take title to real and personal property in its\n\nname, on behalf of any of the institutions under its jurisdiction,\n\nand convey, exchange or dispose of, or otherwise manage or control,\n\nsuch property in the interest of such institutions, including the\n\ngranting of leases, permits, easements and licenses over or upon any\n\nsuch real property. The Board shall have the power to institute any\n\nlegal action in the name of the Board before any court having\n\njurisdiction of such actions. The Board shall have the custody and\n\ncontrol of abstracts of title and instruments affecting the\n\nownership of or title to real property belonging to the Board, and\n\nbeing held by the Board on behalf of a particular state educational\n\ninstitution;\n\n9. Have supervision and charge of the construction of all\n\nbuildings at the institutions under its jurisdiction;\n\n10. Determine the need for and cause to be constructed,\n\ndormitories and other buildings, on a self-liquidating basis, at any\n\ninstitution under its jurisdiction;\n\n11. Establish and maintain plans for tenure and retirement of\n\nemployees of the Board and of the institutions under its\n\njurisdiction, and for payment of deferred compensation of such\n\nemployees; and provide hospital and medical benefits, accident,\n\nhealth and life insurance, and annuity contracts, for such employees\n\nand their dependents. The Board may pay for all or a part of the\n\ncost for employees thereof with funds available for the operation of\n\nthe institution. Amounts payable by an employee for such insurance\n\nor annuity contracts may, with the consent of the employee, be\n\ndeducted from the employee’s salary;\n\n12. The Board shall cause a complete inventory to be made of\n\nall properties belonging to each of the agricultural colleges or\n\nuniversities within the State of Oklahoma before the last Monday in\n\nDecember, next preceding each biennial session of the State\nity contracts may, with the consent of the employee, be\n\ndeducted from the employee’s salary;\n\n12. The Board shall cause a complete inventory to be made of\n\nall properties belonging to each of the agricultural colleges or\n\nuniversities within the State of Oklahoma before the last Monday in\n\nDecember, next preceding each biennial session of the State\n\nLegislature, and accompanying the inventories shall be a financial\n\nstatement showing in detail the condition of all funds appropriated\n\nfor the use of the agricultural colleges and experimental stations,\n\nalso the money expended and the purposes for which the same were\n\nexpended and the condition of the institution; and, the results of\n\nexperiments carried on, together with their recommendations\n\nconcerning remedial legislation or rules for the betterment of the\n\ninstitution;\n\n13. The Board shall audit all accounts against the funds\n\nappropriated for the use and maintenance of the Oklahoma State\n\nUniversity and the other state agricultural colleges, including\n\nexperimental stations, and the State Treasurer shall issue a warrant\n\nfor the amount of all accounts, including salaries and expenses;\n\n14. Provide penalties and forfeitures by way of damages and\n\notherwise for the violation of rules of the Board, which may be sued\n\nfor and collected in the name of the Board before any court having\n\njurisdiction of such actions;\n\n15. The Legislature further recognizes and confirms, that the\n\nOklahoma State University is an institution corporate under the\n\nconstitution and statutes of Oklahoma with full power and authority,\n\nacting through its constitutional Board of Regents, to do all things\n\nnecessary or convenient to accomplish the corporate objects of the\n\ninstitution, and the institution, acting through its constitutional\n\nBoard of Regents, is hereby recognized to be such public corporation\n\nand to have such powers; and\n\n16. Issue, on behalf of Oklahoma State University, special and\n\nlimited obligations for purposes of such capital projects as the\n\nRegents may deem to be proper.\n\nWithout limiting the generality of the foregoing, the powers of\n\nthe board of regents to control and use monies accruing to the\n\ninstitutions under their jurisdiction and control, from nontax\n\nsources, including institutional earnings, and proceeds of sales of\n\nsurplus properties heretofore authorized to be sold, and revenues\n\nderived by way of bonuses and rentals from oil and gas leases, for\n\nany lawful institutional purpose, is hereby specifically confirmed.\n\nThe enumeration herein of certain powers and immunities of the\n\nBoard of Regents for the Oklahoma Agricultural and Mechanical\n\nColleges shall not be construed as in derogation or as a limitation\n\nof other powers and immunities properly belonging to the Board by\n\nvirtue of any provisions of the Constitution of Oklahoma or of any\n\nprovision of law. The Board, is hereby, expressly granted every\n\npower necessary or convenient to make institutions under its\n\njurisdiction effective for the purposes for which they were created\n\nand are maintained and operated.\n\nNothing in this section shall be construed as in derogation of\n\nthe constitutional powers and responsibilities of the Board of\n\nRegents for the Oklahoma Agricultural and Mechanical Colleges,\n\nacting as the Board of Regents for Connors State College,\n\nNortheastern Oklahoma Agricultural and Mechanical College, Panhandle\n\nState University, and Langston University.","path":["OK Code","Title 70"],"source_url":"https://www.oklegislature.gov/OK_Statutes/CompleteTitles/os70.pdf","current_through":"2026-08-14","vintage":"open-us-law v2026.08, retrieved 2026-09-14","retrieved_at":"2026-09-14T18:32:36Z","sha256":"4911af6a87b470d0fff765737de994ebd3e7c7e3bedf4dfde76e707170dcce6c","source_id":"us-ok","stale":false,"prev":"us-ok/okla.-stat.-tit.-70-70-3411","next":"us-ok/okla.-stat.-tit.-70-70-3413"},"notice":"GroundRules: Original legal text.
