In addition to the purposes prescribed by existing law, the\n\nEastern Oklahoma State College located at Wilburton, Oklahoma, shall\n\nbe also maintained as an institution for the care, training and\n\neducation of dependent youth and orphans of this state who have\n\nattained the equivalent of a public school educational standing and\n\nwho by reason of being dependent, neglected or orphaned may be\n\nunable to be cared for, trained or educated otherwise, and said\n\ninstitution shall provide necessary or proper care, control,\n\ntraining and education of all who are granted admission or\n\nenrollment therein as students or wards.\n\nB. In each county of the state, the associate district judge as\n\nchairman, the county superintendent of health, or the medical\n\ndirector of the county shall constitute a board to determine under\n\nsuch rules and regulations as may be adopted and prescribed by the\n\nBoard of Regents of the said Eastern Oklahoma State College who\n\nshall be eligible to be admitted as students or wards and said board\n\nshall cause proper certificate of eligibility and admission to be\n\nprepared, executed and forwarded to the President of said\n\ninstitution, and under such rules, regulations and conditions as the\n\nsaid Board of Regents shall adopt, the said President, as soon\n\nthereafter as provisions can be made and facilities are available\n\nfor the acceptance and enrollment of said ward, shall notify the\n\nchairman of said board, whereupon it shall be the duty of the said\n\nassociate district judge to cause the said ward to be transported to\n\nsaid institution and upon arrival said ward shall be received and\n\nentered therein as an educational ward of the state, and the\n\nPresident of said College, under direction of the Board of Regents,\n\nshall be and remain in control of said ward and shall stand and be\n\nin similar relation and control as a parent. The said ward may, for\n\nbreach of rules, be expelled, suspended or transferred to one of the\n\nState Training Schools upon order of the President with the approval\n\nof two members of the Board of Regents.\n\nAny child a ward of the state in any of its institutions may be\n\ntransferred to said institution for care, training or education,\n\nwhen the Governor of the state shall so order, provided said child\n\nis physically, mentally or morally eligible.\n\nNo child, student or ward shall ever be admitted as a student or\n\nward in said Eastern Oklahoma State College unless and until it is\n\ndefinitely determined that said student or ward is free from\n\ncontagious or other disease that may be communicable in nature, and\n\na certificate so showing shall be required before entry. Proper\n\nprecautions shall at all times be observed to protect and safeguard\n\nthe health of all students or wards and for said purpose the\n\nPresident of said institution shall, with the approval of the Board\n\nof Regents, arrange for medical examination, care and treatment of\n\nwards. No ward shall be admitted to said institution who is\n\nincorrigible or who stands convicted of violating any law of this\n\nstate unless and until it has been determined by the Board of\n\nRegents of said institution that said ward has earned or merited\n\nclassification as a morally upright and deserving ward whose\n\npresence in said institution as a ward will not tend to corrupt or\n\nimproperly influence the moral tendencies of other students or wards\n\ntherein.\n\nFor these purposes the Board of Regents of said college shall,\n\nwith the approval of the Governor of the state, adopt such rules and\n\nregulations as it may deem proper and necessary for the regulation\n\nand control of the admission of students or wards and for their care\n\nand control after admission.\n\nC. In addition to such courses of instruction as have\n\nheretofore or may now be given, the said college may furnish\n\nacademic courses in education together with vocational training of\n\nsuch character as the Board of Regents may determine to be advisable\ndeem proper and necessary for the regulation\n\nand control of the admission of students or wards and for their care\n\nand control after admission.\n\nC.
