Stat. tit. 70, § 70-3431","heading":"Board of Trustees for Langston University-Oklahoma City","body":"and Langston University-Tulsa.\n\nA. On January 1, 2009, there shall be created the Board of\n\nTrustees for Langston University-Oklahoma City and Langston\n\nUniversity-Tulsa which shall consist of seven members appointed by\n\nthe Governor and two members of the Board of Regents for the\n\nOklahoma Agricultural and Mechanical Colleges, or their designees,\n\nselected by the chair of the Board of Regents, who shall serve as\n\nvoting, ex officio members. For purposes of serving on the Board of\n\nTrustees, the members of the Board of Regents for the Oklahoma\n\nAgricultural and Mechanical Colleges who are appointed to the Board\n\nof Trustees shall not be subject to the dual-office-holding\n\nrestrictions in Section 6 of Title 51 of the Oklahoma Statutes. The\n\nGovernor shall appoint the other members of the Board of Trustees\n\nwith the advice and consent of the Senate. The members shall be\n\nappointed to numbered positions with staggered terms to expire as\n\nprovided in this section. Successors to the initial board members\n\nshall serve seven-year terms that shall expire on June 30 of the\n\nseventh year following appointment. Vacancies on the Board shall be\n\nfilled for the unexpired term by the Governor with the advice and\n\nconsent of the Senate. One member of the Board of Regents for the\n\nOklahoma Agricultural and Mechanical Colleges shall hold position\n\nnumber eight on the Board of Trustees. The other member of the\n\nBoard of Regents for the Oklahoma Agricultural and Mechanical\n\nColleges shall hold position number nine on the Board of Trustees.\n\nThe numbered positions and terms shall be as follows:\n\n1. Position No. 1: The term of office of one member shall\n\nexpire on June 30, 2010, and each seven (7) years thereafter;\n\n2. Position No. 2: The term of office of one member shall\n\nexpire on June 30, 2011, and each seven (7) years thereafter;\n\n3. Position No. 3: The term of office of one member shall\n\nexpire on June 30, 2012, and each seven (7) years thereafter;\n\n4. Position No. 4: The term of office of one member shall\n\nexpire on June 30, 2013, and each seven (7) years thereafter;\n\n5. Position No. 5: The term of office of one member shall\n\nexpire on June 30, 2014, and each seven (7) years thereafter;\n\n6. Position No. 6: The term of office of one member shall\n\nexpire on June 30, 2015, and each seven (7) years thereafter;\n\n7. Position No. 7: The term of office of one member shall\n\nexpire on June 30, 2016, and each seven (7) years thereafter;\n\n8. Position No. 8: The term of office shall coincide with the\n\nmember's term on the Board of Regents for the Oklahoma Agricultural\n\nand Mechanical Colleges; and\n\n9. Position No. 9: The term of office shall coincide with the\n\nmember's term on the Board of Regents for the Oklahoma Agricultural\n\nand Mechanical Colleges.\n\nB. The Board of Trustees shall be a body corporate and shall\n\nadopt and use an official seal. The Board of Trustees shall elect a\n\nchair, vice-chair, and secretary annually, each of whom shall serve\n\nfor a term of one (1) fiscal year and until a successor is elected\n\nand qualified, and who shall perform all duties as directed by the\n\nBoard of Trustees. The Board of Trustees shall adopt rules which it\n\ndeems necessary for the operation of the Board and the discharge of\n\nits duties and shall cause the minutes of all meetings to be kept.\n\nThe Board of Trustees shall comply with the Oklahoma Open Meeting\n\nAct and the Oklahoma Open Records Act.\n\nC. The Board of Trustees for Langston University-Oklahoma City\n\nand Langston University-Tulsa shall advise the president of Langston\n\nUniversity and the Board of Regents for the Oklahoma Agricultural\n\nand Mechanical Colleges on the supervision and management of the\n\ncampus of Langston University-Oklahoma City and Langston University-\n\nTulsa and perform other functions as necessary. The Board of\n\nTrustees shall promulgate rules and enact policies to govern the\nand Langston University-Tulsa shall advise the president of Langston\n\nUniversity and the Board of Regents for the Oklahoma Agricultural\n\nand Mechanical Colleges on the supervision and management of the\n\ncampus of Langston University-Oklahoma City and Langston University-\n\nTulsa and perform other functions as necessary. The Board of\n\nTrustees shall promulgate rules and enact policies to govern the\n\nprocesses and procedures of the Board. The Board of Regents for the\n\nOklahoma Agricultural and Mechanical Colleges and the Board of\n\nTrustees shall appoint a joint committee of at least two members\n\nfrom each board and at least two members of the staff of each\n\ninstitution to develop and propose mutually agreed-upon rules and\n\npolicies to formalize the review and oversight procedures and the\n\nrelationships between the Board of Regents for the Oklahoma\n\nAgricultural and Mechanical Colleges, Langston University, Langston\n\nUniversity-Oklahoma City and Langston University-Tulsa. It is the\n\nintent of the Legislature that in the interests of immediate\n\nresponsiveness to the needs of students, employees, and the business\n\ncommunity that the decision or approval process be expedited.\n\nD. On or after January 1, 2009, the Board of Regents for the\n\nOklahoma Agricultural and Mechanical Colleges may assign and\n\ndelineate roles and responsibilities for the Board of Trustees for\n\nLangston University-Oklahoma City and Langston University-Tulsa.\n\nThe responsibilities may include, but are not limited to, student\n\nservices, facility operations, student financial services, budget\n\npreparations, endowed chairs at Langston University-Oklahoma City\n\nand Langston University-Tulsa, and administrative operations as\n\nspecified by the Board of Regents for the Oklahoma Agricultural and\n\nMechanical Colleges.\n\nE.
