It is the intent of the Legislature that the Oklahoma State\n\nRegents for Higher Education establish uniform standard guidelines\n\nand criteria for all institutions of The Oklahoma State System of\n\nHigher Education for all special accounts, special agency accounts,\n\nor any other funds and for expenditures from such funds and\n\naccounts.\n\nB.
