Any student loan program, student grant program, or other\n\nfinancial assistance program established or administered by this\n\nstate shall treat the balance in an account of which the student is\n\na designated beneficiary as if it were an asset of the parent of the\n\ndesignated beneficiary and not as a scholarship or grant or as an\n\nasset of the student for determining a student's or parent's income,\n\nassets or financial need.\n\nB. Subsection A of this section applies to any financial\n\nassistance program administered by a state-supported college or\n\nuniversity.\n\nC. Subsections A and B of this section shall not apply if any\n\nof the following conditions exist:\n\n1. Federal law requires all or a portion of the amount in an\n\naccount to be considered in a different manner;\n\n2. Federal benefits could be lost if all or a portion of the\n\namount in an account is not considered in a different manner; or\n\n3.
