Stat. tit. 70, § 70-3980.3","heading":"Definitions","body":"As used in the Oklahoma Higher Education Promise of Excellence\n\nAct of 2005, and unless the context clearly requires otherwise:\n\n1. “Authorized issuer” means:\n\na. the Oklahoma State Regents for Higher Education acting\n\nfor the benefit of any institution within The Oklahoma\n\nState System of Higher Education other than the\n\nUniversity of Oklahoma or Oklahoma State University,\n\nb. the Board of Regents of the University of Oklahoma\n\nacting for the benefit of the University of Oklahoma,\n\nc. the Board of Regents for the Oklahoma Agricultural and\n\nMechanical Colleges, acting for the benefit of\n\nOklahoma State University,\n\nd. the Board of Regents of Oklahoma Colleges, also known\n\nas the Regional University System of Oklahoma (RUSO)\n\npursuant to Section 3507.1 of this title, acting for\n\nthe benefit of the institutions supervised and managed\n\nby RUSO, and\n\ne. the Oklahoma Capitol Improvement Authority;\n\n2. “Bonds” means any bonds, notes, obligations, debentures,\n\ninterim certificates, grant and revenue anticipation notes, interest\n\nin a lease, lease certificates of participation, lease purchase\n\nagreements, commercial paper, variable interest rate obligations of\n\nany kind, or other evidences of indebtedness, whether or not the\n\ninterest on which is includable in the gross income of the\n\nrecipients thereof for federal income tax purposes, issued by an\n\nauthorized issuer pursuant to the Oklahoma Higher Education Promise\n\nof Excellence Act of 2005;\n\n3. “Regents” means either the Oklahoma State Regents for Higher\n\nEducation, the Board of Regents of the University of Oklahoma, the\n\nBoard of Regents for the Oklahoma Agricultural and Mechanical\n\nColleges, or RUSO; and\n\n4. “State Regents” means the Oklahoma State Regents for Higher\n\nEducation.","path":["OK Code","Title 70"],"source_url":"https://www.oklegislature.gov/OK_Statutes/CompleteTitles/os70.pdf","current_through":"2026-08-14","vintage":"open-us-law v2026.08, retrieved 2026-09-14","retrieved_at":"2026-09-14T18:32:36Z","sha256":"807a1577995f7749fa3bae997748cbbb76deecc11c471c5c2e5e42dafe303a49","source_id":"us-ok","stale":false,"prev":"us-ok/okla.-stat.-tit.-70-70-3980.2","next":"us-ok/okla.-stat.-tit.-70-70-3980.4"},"notice":"GroundRules: Original legal text.
