The Oklahoma State Regents for Higher Education shall have\n\nauthority to establish a two-year community college in Tulsa County\n\nto serve Tulsa County and surrounding area, if provision is made\n\nlocally for the donation, to the State of Oklahoma, of a suitable\n\nsite for the college, which shall be known as the Tulsa Community\n\nCollege and shall be an integral part of The Oklahoma State System\n\nof Higher Education; and shall be entitled to the same privileges\n\nand be subject to the same laws as other member institutions of such\n\nState System.\n\nB. After the Oklahoma State Regents for Higher Education have\n\nacted to establish the Tulsa Community College, there shall be\n\ncreated the Board of Regents of the Tulsa Community College, which\n\nshall consist of seven (7) members, to be appointed by the Governor,\n\nby and with the advice and consent of the Senate. Four members of\n\nsaid Board shall be residents of Tulsa County. Appointments shall\n\nbe to numbered positions on the Board, and the terms of members of\n\nthe Board shall be as follows:\n\nPosition No. 1. The term of office of one member shall expire\n\non the 30th day of June, 1969, and each seven (7) years thereafter.\n\nPosition No. 2. The term of office of one member shall expire\n\non the 30th day of June, 1970, and each seven (7) years thereafter.\n\nPosition No. 3. The term of office of one member shall expire\n\non the 30th day of June, 1971, and each seven (7) years thereafter.\n\nPosition No. 4. The term of office of one member shall expire\n\non the 30th day of June, 1972, and each seven (7) years thereafter.\n\nPosition No. 5. The term of office of one member shall expire\n\non the 30th day of June, 1973, and each seven (7) years thereafter.\n\nPosition No. 6. The term of office of one member shall expire\n\non the 30th day of June, 1974, and each seven (7) years thereafter.\n\nPosition No. 7. The term of office of one member shall expire\n\non the 30th day of June, 1975, and each seven (7) years thereafter.\n\nVacancies in positions on the Board shall be filled by the\n\nGovernor for the unexpired term, by and with the advice and consent\n\nof the Senate. No member of the Board shall be employed upon any\n\nwork to be performed in connection with the Tulsa Community College,\n\nnor shall any member of said Board enter into any contract or\n\nbusiness transaction involving a financial consideration with the\n\nTulsa Community College. Each member of the Board of Regents of the\n\nTulsa Community College shall take and subscribe to the oaths\n\nrequired of state officials generally. Each member of the Board\n\nshall be allowed necessary travel expenses, as may be approved by\n\nthe Board, pursuant to the State Travel Reimbursement Act.\n\nC. The Board of Regents of the Tulsa Community College shall be\n\na body corporate, and shall adopt and use an official seal. It\n\nshall annually elect a chairperson, a vice-chairperson, and a\n\nsecretary, each of whom shall serve for a term of one (1) fiscal\n\nyear and until his or her successor is elected and qualified, and\n\nwho shall perform such duties as the Board directs; and each of whom\n\nshall furnish a corporate surety bond payable to the State of\n\nOklahoma, in such amount as the Board may prescribe, conditioned\n\nupon the faithful performance of his or her duties. The Board shall\n\nadopt rules as it deems necessary for the governing of the Board and\n\nthe discharge of its duties, and shall cause to be kept the minutes\n\nof all meetings and transactions considered at each meeting, in a\n\nsuitable book to be obtained and kept for such purpose. The Board\n\nof Regents of the Tulsa Community College shall be the governing\n\nBoard of the community college and shall have the supervision and\n\nmanagement thereof and shall have the same powers and duties as\n\ngoverning boards of other institutions in The Oklahoma State System\n\nof Higher Education and may do all things necessary or convenient to\nitable book to be obtained and kept for such purpose. The Board\n\nof Regents of the Tulsa Community College shall be the governing\n\nBoard of the community college and shall have the supervision and\n\nmanagement thereof and shall have the same powers and duties as\n\ngoverning boards of other institutions in The Oklahoma State System\n\nof Higher Education and may do all things necessary or convenient to\n\nmake the community college effective for the functions and purposes\n\nfor which it shall have been established. Following the\n\nestablishment of the Tulsa Community College by the Oklahoma State\n\nRegents for Higher Education, the Board of Regents of the college\n\nshall develop a comprehensive plan for implementing the functions,\n\npurposes and educational programs of the Tulsa Community College as\n\nprescribed by the State Regents in the establishment of the\n\ninstitution, which plan shall be submitted for review and approval\n\nof said State Regents.\n\nD. The name change from Tulsa Junior College to Tulsa Community\n\nCollege shall not affect in any manner whatsoever any legal\n\nrelationships, bonds, contracts, supervisory authority by the Board\n\nof Regents, title to property, obligations, or any other phase or\n\naspect of the legal status of the institution for any purpose,\n\nexcept that the institution shall be referred to as the \"Tulsa\n\nCommunity College\" in all future references to the institution and\n\nin all constitutional and statutory references currently in law.\n\nE. It is the intent of the Legislature that supplies, including\n\nbut not limited to letterheads, which on the effective date of this\n\nsection carry or are labeled with the name \"Tulsa Junior College\"\n\nshall be utilized after the effective date of this section until\n\nsuch supplies are depleted. Any new supplies ordered for use after\n\nthe effective date of this section shall bear the name \"Tulsa\n\nCommunity College\".
