Any county contiguous with a county that is entirely\n\nincluded in a college technology center school district, upon\n\nadoption of a resolution by the board of regents of any institution\n\nof The Oklahoma State System of Higher Education whose main campus\n\nis located within such contiguous county, shall become a college\n\ntechnology center school district and be governed by the members of\n\nsaid board of regents, sitting as a board of education. The laws\n\napplicable to technology center school districts, including laws\n\nauthorizing submission of tax levies pursuant to Section 9B of\n\nArticle X of the Oklahoma Constitution which may be in addition to\n\nestablished levies of districts overlapping with said district, and\n\nthe laws pertaining to expenditure of funds and eligibility for\n\nparticipation in federal funds, shall be applicable to such\n\ndistrict. Not more than five (5) mills on the dollar valuation of\n\nthe taxable property in the district may be voted on and thereafter\n\nbe levied pursuant to subsection A of Section 9B of Article X of the\n\nOklahoma Constitution. Not more than five (5) mills on the dollar\n\nvaluation of the taxable property in the district may be voted on\n\nand thereafter be levied pursuant to subsection B of Section 9B of\n\nArticle X of the Oklahoma Constitution. Funds received pursuant to\n\nad valorem levies shall not be used for state purposes but shall be\n\nused for postsecondary vocational and/or technical and adult\n\neducation purposes in the district.\n\nB.
