On January 1, 1999, there shall be created the Board of\n\nTrustees for Oklahoma State University/Tulsa which shall consist of\n\nseven members who reside in Tulsa County or contiguous counties, one\n\nmember of the Board of Regents for the Oklahoma Agricultural and\n\nMechanical Colleges (A\u0026M Board) who shall reside in the First\n\nCongressional District, and one member who shall be appointed by the\n\nchair of the A\u0026M Board. The member of the A\u0026M Board and the member\n\nappointed by the chair of the A\u0026M Board shall serve as voting, ex\n\nofficio members. For purposes of serving on the Board of Trustees,\n\nthe member of the A\u0026M Board and the member appointed by the chair of\n\nthe A\u0026M Board who are appointed to the Board of Trustees shall not\n\nbe subject to the dual office holding restrictions in Section 6 of\n\nTitle 51 of the Oklahoma Statutes. The Governor shall appoint the\n\nother members of the Board of Trustees with the advice and consent\n\nof the Senate. The members shall be appointed to numbered positions\n\nwith staggered terms to expire as provided in this section.\n\nSuccessors to the initial board members shall serve seven-year terms\n\nthat shall expire on June 30 of the seventh year following\n\nappointment. Vacancies on the Board shall be filled for the\n\nunexpired term by the Governor with the advice and consent of the\n\nSenate. The member of the A\u0026M Board who resides in the First\n\nCongressional District shall hold position number eight. The member\n\nappointed by the chair of the A\u0026M Board shall hold position number\n\nnine. The numbered positions and terms shall be as follows:\n\n1. Position No. 1: The term of office of one member shall\n\nexpire on the 30th day of June, 2000, and each seven (7) years\n\nthereafter;\n\n2. Position No. 2: The term of office of one member shall\n\nexpire on the 30th day of June, 2001, and each seven (7) years\n\nthereafter;\n\n3. Position No. 3: The term of office of one member shall\n\nexpire on the 30th day of June, 2002, and each seven (7) years\n\nthereafter;\n\n4. Position No. 4: The term of office of one member shall\n\nexpire on the 30th day of June, 2003, and each seven (7) years\n\nthereafter;\n\n5. Position No. 5: The term of office of one member shall\n\nexpire on the 30th day of June, 2004, and each seven (7) years\n\nthereafter;\n\n6. Position No. 6: The term of office of one member shall\n\nexpire on the 30th day of June, 2005, and each seven (7) years\n\nthereafter;\n\n7. Position No. 7: The term of office of one member shall\n\nexpire on the 30th day of June, 2006, and each seven (7) years\n\nthereafter;\n\n8. Position No. 8: The term of office shall coincide with the\n\nmember’s term on the A\u0026M Board; and\n\n9. Position No. 9: The term of office shall be at the\n\ndirection of the chair of the A\u0026M Board.\n\nB. The Board of Trustees shall be a body corporate and shall\n\nadopt and use an official seal. The Board shall elect a chair, vice\n\nchair, and secretary annually, each of whom shall serve for a term\n\nof one fiscal year and until a successor is elected and qualified,\n\nand who shall perform such duties as the Board directs. The Board\n\nshall adopt rules which it deems necessary for the operation of the\n\nBoard and the discharge of its duties and shall cause the minutes of\n\nall meetings to be kept. The Board shall comply with the Oklahoma\n\nOpen Meeting Act and the Oklahoma Open Records Act.\n\nC. The Board of Trustees for Oklahoma State University/Tulsa\n\nmay be authorized by the A\u0026M Board to supervise and manage the\n\ncampus of Oklahoma State University/Tulsa and perform other\n\nfunctions as necessary. The Board of Trustees shall promulgate\n\nrules and enact policies to govern the processes and procedures of\n\nthe Board. It is the intent of the Legislature that in the\n\ninterests of immediate responsiveness to the needs of students,\n\nemployees, and the business community that the decision or approval\n\nprocess be expedited.\nf Oklahoma State University/Tulsa and perform other\n\nfunctions as necessary. The Board of Trustees shall promulgate\n\nrules and enact policies to govern the processes and procedures of\n\nthe Board. It is the intent of the Legislature that in the\n\ninterests of immediate responsiveness to the needs of students,\n\nemployees, and the business community that the decision or approval\n\nprocess be expedited.\n\nD. On or after January 1, 1999, the A\u0026M Board may assign and\n\ndelineate roles and responsibilities for the Board of Trustees for\n\nOklahoma State University/Tulsa. Such responsibilities may include,\n\nbut are not limited to, student services, facility operations,\n\nstudent financial services, budget preparations, endowed chairs at\n\nOklahoma State University/Tulsa, and administrative operations as\n\nspecified by the A\u0026M Board.\n\nE. The Board of Trustees shall establish the usual and\n\ncustomary accounts established by higher education institutions\n\nwithin the Office of Management and Enterprise Services necessary to\n\ncarry out its duties.\n\nF. Until July 1, 2001, during the transition and development of\n\nOklahoma State University/Tulsa, acting on behalf of the Board of\n\nTrustees for Oklahoma State University/Tulsa, Oklahoma State\n\nUniversity is authorized and directed to negotiate contracts with\n\ninstitutions for courses and degree programs of study approved by\n\nthe Oklahoma State Regents for Higher Education, as necessary to\n\nmeet the higher education needs for the Tulsa metropolitan area.\n\nThe number of degree programs offered by Northeastern State\n\nUniversity and Langston University shall not be diminished or\n\nduplicated.\n\nG. The president of Oklahoma State University/Tulsa shall be\n\nselected by the Board of Regents for the Oklahoma Agricultural and\n\nMechanical Colleges after completion of a search process as set\n\nforth in this subsection. The A\u0026M Board shall appoint at least two\n\nof its members, one of whom must reside in the First Congressional\n\nDistrict, and the Board of Trustees shall appoint at least two of\n\nits members to a search committee. The president of Oklahoma State\n\nUniversity may appoint other representatives of faculty, staff, and\n\nstudents to the search committee.
