On July 1, 2001, there shall be established a branch of\n\nLangston University within the Tulsa metropolitan area consistent\n\nwith the statewide plan for Langston University as provided in\n\nSection 4666 of this title. Langston University shall continue to\n\nmeet the missions and programs of the Langston Urban Center in\n\nTulsa. The Oklahoma State Regents for Higher Education are\n\nauthorized to make undergraduate and graduate course offerings at\n\nthe Langston University Branch in Tulsa available as the State\n\nRegents shall determine are appropriate. Undergraduate degree\n\nprograms offered through Oklahoma State University-Tulsa shall be\n\nconsistent with and in furthering implementation of the statewide\n\nplan for Langston University as developed by the State Regents\n\npursuant to Section 4666 of this title and filed with the Office for\n\nCivil Rights, United States Department of Education.\n\nB. The Oklahoma State Regents for Higher Education shall fund\n\nLangston University at a level not less than its fiscal year 1998\n\nlevel, and its Education and General Budget shall be held harmless\n\nfrom reductions in succeeding years. The Oklahoma State Regents for\n\nHigher Education shall allocate funds to Langston University\n\nsufficient to fund full time faculty in Tulsa at a level equal to\n\nseventy percent (70%) of its faculty level that existed in Tulsa in\n\nfiscal year 1998 and adequate building and classroom space which\n\nwere funded in fiscal year 1998 in order to carry out all functions\n\nin Tulsa. The Board of Regents for the Oklahoma Agricultural and\n\nMechanical Colleges shall allocate space for Langston University in\n\nTulsa.\n\nC. It is the intent of the Legislature that Langston University\n\nbe funded at a level consistent with the average allocation and\n\nallotment of the institutions in the regional funding tier as\n\nestablished by the Oklahoma State Regents for Higher Education.\n\nD.
