On July 1, 2001, there may be established a branch of\n\nNortheastern State University within the Tulsa metropolitan area.\n\nThe Oklahoma State Regents for Higher Education are authorized to\n\nmake undergraduate and graduate course offerings at the Northeastern\n\nState University branch in Broken Arrow available as the State\n\nRegents shall determine are appropriate.\n\nB. The Oklahoma State Regents for Higher Education shall fund\n\nNortheastern State University at a level not less than its fiscal\n\nyear 1998 level, and its Education and General Budget shall be held\n\nharmless from reductions in succeeding years.\n\nC. It is the intent of the Legislature that Northeastern State\n\nUniversity be funded at a level consistent with the average\n\nallocation and allotment of the institutions in the regional funding\n\ntier as established by the Oklahoma State Regents for Higher\n\nEducation.\n\nD.
