On January 1, 1999, there shall be created in Claremore,\n\nOklahoma, and its other regionally accredited sites, as a successor\n\nto the Claremore campus of Rogers University, an institution of\n\nhigher education to be known as Rogers State University. Rogers\n\nState University shall programmatically and budgetarily function as\n\na regional institution within The Oklahoma State System of Higher\n\nEducation, yet with a community college component. It shall be\n\nauthorized to offer no less than the average number of programs and\n\ncourses of study at other regional institutions of similar size and\n\nenrollment.\n\nB. Rogers State University shall operate as an institution\n\nwithin The Oklahoma State System of Higher Education and shall be\n\ngoverned by the Board of Regents of the University of Oklahoma. The\n\npresident of Rogers State University shall report directly to the\n\nBoard of Regents of the University of Oklahoma.\n\nC. It is the intent of the Legislature that Rogers State\n\nUniversity be funded initially at a level consistent with the\n\naverage allocation and allotment of the institutions in the regional\n\nfunding tier as established by the Oklahoma State Regents for Higher\n\nEducation.\n\nD. The Legislature recognizes the decision of the State\n\nRegents, pursuant to the powers vested in the State Regents by\n\nSection 2 of Article XIII-A of the Oklahoma Constitution, to change\n\nthe function of Rogers State University, formerly known as the\n\nClaremore campus of Rogers University, to include a four-year\n\nbaccalaureate and graduate degree granting function, as quickly as\n\nthat can be done, giving due consideration to the protection of the\n\ninstitution's regional accreditation status. The State Regents will\n\nprovide an annual report on the transition in Rogers State\n\nUniversity function to the Governor, the Speaker of the House of\n\nRepresentatives, and the President Pro Tempore of the Senate,\n\nbeginning on January 1, 2000, and continuing until Rogers State\n\nUniversity is regionally accredited as a four-year baccalaureate and\n\ngraduate degree granting institution.\n\nE. Rogers State University shall maintain a community college\n\ncomponent within the university and shall maintain admission\n\nstandards, academic policies and practices for the community college\n\ncomponent consistent with those approved for associate degree\n\ngranting institutions by the Oklahoma State Regents for Higher\n\nEducation.\n\nF. Rogers State University is hereby authorized to contract\n\nwith other regionally accredited institutions of higher education,\n\nspecifically including Northeastern State University, for the\n\ndelivery of courses and programs at any location where Rogers State\n\nUniversity is authorized to deliver courses or programs.
