Stat. tit. 70, § 70-4701","heading":"Center for Instructional Excellence - Feasibility study","body":"The Oklahoma State Regents for Higher Education are hereby\n\nauthorized to study the cost feasibility of developing a \"Center for\n\nInstructional Excellence\". This Center should serve as the primary\n\ncoordinating agency for the development and dissemination of\n\ninstructional technology and should proceed immediately to collect\n\nfrom current resources the best available media materials, computer\n\nsoftware, and other instructional technology available. This Center\n\nshould renew public higher education's commitment to its principal\n\nmission of instruction by identifying master professors from\n\nthroughout the system and underwriting, through release time and\n\ndirect funding, the dissemination of their instructional work.\n\nIt is the intent of this legislation that all institutions\n\nwithin The Oklahoma State System of Higher Education shall cooperate\n\nin the development of the \"Center for Instructional Excellence\" by\n\nmaking available faculty and instructional resources. The Center\n\nshall then serve as a clearinghouse in disseminating the best of\n\nthese resources to the remainder of the system. It is the intent of\n\nthis legislation that the Oklahoma State Regents for Higher\n\nEducation shall provide direct funding to the Center from both\n\nprivate and public resources to carry out the task of developing or\n\nacquiring all aspects of the rapidly changing instructional\n\ntechnology so that these methods may be evaluated and made available\n\nto institutions within The State System of Higher Education.\n\nThe Center should become the most cost effective method for\n\ninstructional development by providing coordination for similar\n\nexisting efforts on individual campuses and eventually bringing\n\nthese operations under a central mechanism providing for a better\n\neconomy of scale in making the necessary resources available to all\n\nhigher education faculty members in order to provide for excellence\n\nin instruction at all levels.\n\nThe Center is made necessary because the traditional\n\ninstructional process competes, without sufficient resources or\n\nmodern technology, with much more powerful informational media and\n\ncomputer software being made available through the private sector in\n\nnoneducational environments and because students, accustomed to more\n\nsophisticated methods of information acquisition, demand and deserve\n\nthe most effective instructional process within their educational\n\nexperiences.\n\nThe \"Center for Instructional Excellence\" should devise, in\n\ncooperation with the budget staff of the Oklahoma State Regents for\n\nHigher Education, appropriate formats for inquiring of institutions\n\nregarding resources devoted to improving the instructional process\n\nwith a particular emphasis on depicting budgets, not just in\n\nprogrammatical terms, but in terms of the proportion of available\n\nresources devoted in each academic program to computer interaction,\n\nmedia, tutelage, team teaching, and other instructional innovations.","path":["OK Code","Title 70"],"source_url":"https://www.oklegislature.gov/OK_Statutes/CompleteTitles/os70.pdf","current_through":"2026-08-14","vintage":"open-us-law v2026.08, retrieved 2026-09-14","retrieved_at":"2026-09-14T18:32:36Z","sha256":"a8e6cc00b9ed31645c2c64cbd48951bf7165d85f14b008bc520aa2ad4f38e5c1","source_id":"us-ok","stale":false,"prev":"us-ok/okla.-stat.-tit.-70-70-4674","next":"us-ok/okla.-stat.-tit.-70-70-4702"},"notice":"GroundRules: Original legal text.
