The State Regents for Higher Education are hereby authorized\n\nto consolidate the administration of all scholarship, forgiveable\n\nloan and teacher institute monies within one student financial\n\nassistance program.\n\nB. The Oklahoma Legislature believes that its citizens should\n\nreceive the benefits of higher education and it further believes\n\nthat the state benefits by having an educated populace. It is the\n\nintent of the Legislature to increase funding to grant, scholarship,\n\nteacher institute and forgivable loan programs, as funds are made\n\navailable. The State Regents for Higher Education are hereby\n\nauthorized to establish a priority system for eligibility for\n\nassistance based on any one or more of the following criteria:\n\n1. need;\n\n2. minority or underprivileged status;\n\n3. potential for academic excellence;\n\n4. potential for excellence in targeted career areas, such as\n\nteaching; or\n\n5. potential as a research or teaching assistant at the post-\n\ngraduate level.\n\nC. As funds are made available, it is the intent of the\n\nLegislature to provide full scholarships to allow National Merit\n\nscholars to attend any public institution of higher education in\n\nthis state.
