If funds are available in the Funds for Excellence Fund,\n\ncreated pursuant to Section 4713 of this title, the State Regents\n\nfor Higher Education shall develop and conduct a series of grant\n\ncompetitions for the various institutions of higher education within\n\nThe Oklahoma State System of Higher Education.\n\nB. The State Regents for Higher Education shall devise the\n\nrules and procedures to be used in the grant competition within the\n\nfollowing broad outlines set forth by the Legislature:\n\n1. The State Regents for Higher Education shall set forth the\n\ntheme of the competition. The general theme shall always relate to\n\nimproving some aspect of higher education, however the specific\n\ntheme could include, but not be limited to, any one or combination\n\nof the following:\n\na. improving general or core curricular studies for\n\nundergraduates. Projects, for example, could involve\n\na revision by the College Arts and Sciences of course\n\nrequirements with special emphasis on\n\ninterdisciplinary approaches, or those integrating\n\ngeography with core requirements,\n\nb. strengthening core arts and sciences curricular\n\nrequirements for preprofessional students,\n\nc. effectively applying assessment in student admission,\n\nplacement, retention, advancement and graduation,\n\nd. strengthening the economic development outreach\n\nactivities of higher education institutions,\n\ne. strengthening academic alliances between high schools\n\nand higher education institutions, and\n\nf. improving academic cooperation between two-year\n\ncolleges and technology center schools;\n\n2. Each institution of higher education interested in\n\nparticipating in the competition shall conduct an internal\n\ncompetition, with internal peer review, to select three proposals.\n\nThese three proposals shall be submitted to the State Regents for\n\nHigher Education and shall compete against the top three proposals\n\nfrom all other participating institutions of higher education. All\n\nprojects offered must be collaborative efforts by departments or\n\ncolleges. Projects offered by individuals shall not be considered;\n\nand\n\n3. The State Regents for Higher Education shall conduct an\n\nexternal peer review of the top three proposals submitted by each\n\ninstitution and may select one or more for funding.\n\nC.
