Stat. tit. 70, § 70-5-110","heading":"Instructional requirements for new board members -","body":"Reimbursement for expenses - Agreement to attend when candidate\n\nfiles notification and declaration - Registration fees.\n\nA. A school district elector who is elected or appointed to be\n\na member of a school district board of education prior to January 1,\n\n2014, shall obtain instruction on education issues in accordance\n\nwith rules promulgated by the State Board of Education. Except as\n\nprovided in subsection B of this section, at the time a school\n\ndistrict elector files a notification and declaration of candidacy\n\nfor the office of school district board of education membership or\n\nis appointed to be a member of a school district board of education\n\non or after January 1, 2014, the elector shall agree and pledge in\n\nwriting that, within fifteen (15) months of election or appointment\n\nas a member of the district board of education, the member will\n\ncomplete at least twelve (12) hours of instruction on education\n\nissues in the following areas: school finance; legal issues, which\n\ninclude but are not limited to employment, due process, new laws,\n\nthe Oklahoma Open Records Act and the Oklahoma Open Meeting Act; and\n\nduties and responsibilities, which include but are not limited to\n\nspecial education and ethics, of district board of education\n\nmembers. Each elector shall agree and pledge in writing to complete\n\nat least one (1) hour of instruction in school finance, one (1) hour\n\nof instruction in the Oklahoma Open Records Act and the Oklahoma\n\nOpen Meeting Act and one (1) hour of instruction in ethics. The\n\nremaining hours may be satisfied by attending a two-day workshop to\n\nbe held within the state by the State Department of Education, by\n\nthe Oklahoma Department of Career and Technology Education, or by\n\nattending workshops, seminars or classes which address the above-\n\nmentioned subject matter, and which are sponsored by any\n\norganization approved by the State Board of Education, including but\n\nnot limited to institutions of higher education. The State Board of\n\nEducation shall promulgate rules by which an organization or\n\nparticular courses offered by an organization may be approved for\n\npurposes of fulfilling the instructional requirements set out in\n\nthis section.\n\nB. When an incumbent of a district board of education files a\n\nnotification and declaration of candidacy for reelection to the\n\ndistrict board of education, the member shall be required to agree\n\nand pledge in writing that upon reelection the member will complete\n\nsix (6) hours of instruction, within fifteen (15) months of\n\nelection, including one (1) hour of instruction in school finance,\n\none (1) hour of instruction in the Oklahoma Open Records Act and the\n\nOklahoma Open Meeting Act and one (1) hour of instruction in ethics.\n\nThe remaining hours may be satisfied by attending a workshop, class\n\nor seminar addressing the education issues set forth in subsection A\n\nof this section.\n\nC. The State Department of Education shall, immediately after\n\nthe annual elections of various district board of education members,\n\ndetermine the members of the district boards of education pledged to\n\ncomplete the instructional requirements established in subsections A\n\nand B of this section, and shall notify the members of the time and\n\nplace where workshops, classes and seminars are to be conducted.\n\nUpon completion of the instructional requirements, the certificate\n\nof completion shall be included in the public records of the school\n\nboard's minutes. Each school board member, except for an incumbent\n\nmember, shall be required within fifteen (15) months following or\n\npreceding election to complete the workshop established by\n\nsubsection A of this section or to attend twelve (12) hours of other\n\nstate workshops, classes or seminars conducted as instruction on the\n\nsubjects of school finance, legal issues, and the ethics, duties and\n\nresponsibilities of district board of education members, including\nber, shall be required within fifteen (15) months following or\n\npreceding election to complete the workshop established by\n\nsubsection A of this section or to attend twelve (12) hours of other\n\nstate workshops, classes or seminars conducted as instruction on the\n\nsubjects of school finance, legal issues, and the ethics, duties and\n\nresponsibilities of district board of education members, including\n\nat least one (1) hour of instruction in school finance, one (1) hour\n\nof instruction in the Oklahoma Open Records Act and the Oklahoma\n\nOpen Meeting Act and one (1) hour of instruction in ethics.\n\nD. If a school board member, including an incumbent member, has\n\nnot satisfied the instructional requirements as set forth in this\n\nsection within fifteen (15) months of election, reelection or\n\nappointment, the district board of education shall declare the seat\n\nof the member vacant within sixty (60) days of the final date that\n\nthe member has to complete the requirements as indicated by receipt\n\nof the certified notice from the State Board of Education as\n\nprovided for pursuant to Section 5-110.2 of this title and shall\n\nfill the vacancy according to law. A school board member who is\n\nrequired to vacate a school board seat pursuant to this subsection\n\nand Section 5-110.2 of this title shall be ineligible to be\n\nreappointed to, to run for reelection to or to hold that respective\n\nboard seat on the school district board of education or to run for\n\nelection to or to hold any other board seat on the board of\n\neducation for a two-year period.\n\nE. All government departments, agencies and institutions of\n\nthis state are directed to lend assistance as may be required by the\n\nState Department of Education for the proper conduct and\n\nadministration of the workshops as authorized in subsection A of\n\nthis section. The State Department of Education shall maintain a\n\npermanent record of the instructional hours and continuing education\n\nhours earned for each district board of education member.\n\nF. The State Department of Education, the Oklahoma Department\n\nof Career and Technology Education, and, upon approval of the State\n\nBoard of Education, any organization or association representing\n\ndistrict boards of education in this state are authorized to charge\n\npersons pledged to attend a workshop, class or seminar for purposes\n\nof meeting the instructional requirements of this section, a\n\nregistration fee sufficient to defray the estimated costs of\n\npresenting the workshop, class or seminar and to collect the fees at\n\nthe time of registration.\n\nG. Any member of a district board of education or any\n\nindividual elected, certified as the elected member by the county\n\nelection board, but not sworn in and seated as a member of a\n\ndistrict board of education at the time of a workshop, class or\n\nseminar presented by the State Board of Education, the Oklahoma\n\nDepartment of Career and Technology Education, or an organization or\n\nassociation representing district boards of education within the\n\nstate who attends and successfully completes a workshop, class or\n\nseminar as required by subsection A or B of this section shall be\n\nreimbursed by the school district in accordance with the travel\n\nreimbursement policy of the district.","path":["OK Code","Title 70"],"source_url":"https://www.oklegislature.gov/OK_Statutes/CompleteTitles/os70.pdf","current_through":"2026-08-14","vintage":"open-us-law v2026.08, retrieved 2026-09-14","retrieved_at":"2026-09-14T18:32:36Z","sha256":"8f086fb3ec6fd3bddcbe7824626d076cf30a143f83af55b5a3e84ff14c73adc3","source_id":"us-ok","stale":false,"prev":"us-ok/okla.-stat.-tit.-70-70-5-107b","next":"us-ok/okla.-stat.-tit.-70-70-5-110.1"},"notice":"GroundRules: Original legal text.
