Stat. tit. 70, § 70-5-200","heading":"Contracting with an educational management organization","body":"– Disclosure of financial details – Binding contracts with teachers\n\nand board of education.\n\nA. As used in this section, “educational management\n\norganization” means a for-profit or nonprofit organization that\n\nreceives public funds to provide administration and management\n\nservices for a charter school, statewide virtual charter school, or\n\ntraditional public school.\n\nB. A charter school, virtual charter school, or public school\n\nthat contracts with an educational management organization shall use\n\nthe Oklahoma Cost Accounting System (OCAS) to report the total\n\namount paid to an educational management organization pursuant to\n\nthe terms of the contract as well as actual itemized expenditure\n\ninformation for the goods or services provided by the management\n\norganization as defined by OCAS expenditure codes including the\n\ntotal compensation package of the superintendent including the base\n\nsalary, insurance, retirement, and other fringe benefits.\n\nC. Pursuant to Internal Revenue Service guidelines, any owner\n\nof an educational management organization shall be required to\n\ndisclose to the governing board of the school, charter school, or\n\nvirtual charter school in a public meeting any ownership position in\n\nany business that contracts or proposes to contract with the same\n\nschool that the educational management organization is managing.\n\nD. Whenever any person shall enter into a contract with any\n\nschool district, public charter school, or virtual charter school in\n\nthe state to teach in the school, the contract shall be binding on\n\nthe teacher and on the board of education until the teacher legally\n\nhas been discharged from the teaching position or released by the\n\nboard of education from the contract. Except as provided in Section\n\n5-106A of this title, until the teacher has been thus discharged or\n\nreleased, the teacher shall not have authority to enter into a\n\ncontract with any other board of education in this state for the\n\nsame time covered by the original contract. If upon written\n\ncomplaint by the board of education of a school district, public\n\ncharter school, or virtual charter school any teacher is reported to\n\nhave failed to obey the terms of the contract previously made and to\n\nhave entered into a contract with another board of education without\n\nhaving been released from the former contract except as provided in\n\nSection 5-106A of this title, the teacher, upon being found to be\n\nemployed full-time for another public school at a hearing held\n\nbefore the State Board of Education, shall have such teacher’s\n\ncertificate suspended for the remainder of the term for which the\n\ncontract was made.","path":["OK Code","Title 70"],"source_url":"https://www.oklegislature.gov/OK_Statutes/CompleteTitles/os70.pdf","current_through":"2026-08-14","vintage":"open-us-law v2026.08, retrieved 2026-09-14","retrieved_at":"2026-09-14T18:32:36Z","sha256":"4c2c06bad99df0197b8cdb7425f96162a6efaf82df4c06fc919b53a24783bdc6","source_id":"us-ok","stale":false,"prev":"us-ok/okla.-stat.-tit.-70-70-5-190","next":"us-ok/okla.-stat.-tit.-70-70-506.1"},"notice":"GroundRules: Original legal text.
