Stat. tit. 70, § 70-510.2","heading":"Oklahoma State Council for Educational Opportunity for","body":"Military Children.\n\nA. There is hereby created the Oklahoma State Council for\n\nEducational Opportunity for Military Children in accordance with\n\nArticle VIII of the Interstate Compact on Educational Opportunity\n\nfor Military Children. The Council shall consist of:\n\n1. The compact commissioner, as provided for in subsection G of\n\nthis section;\n\n2. The military family education liaison who shall be a\n\nnonvoting member, as provided for in subsection G of this section;\n\n3. The State Superintendent of Public Instruction or a\n\ndesignee; and\n\n4. Five appointed members as follows:\n\na. one member of the Senate, who shall serve an initial\n\nterm of three (3) years, who shall be appointed by the\n\nPresident Pro Tempore of the Senate,\n\nb. one member of the House of Representatives, who shall\n\nserve an initial term of three (3) years, who shall be\n\nappointed by the Speaker of the House of\n\nRepresentatives,\n\nc. one superintendent of a school district with a high\n\nconcentration of military children, who shall serve an\n\ninitial term of two (2) years, who shall be appointed\n\nby the Speaker of the House of Representatives,\n\nd. a representative of a military installation located in\n\nthis state, who shall serve an initial term of two (2)\n\nyears, who shall be appointed by the President Pro\n\nTempore of the Senate, and\n\ne. a member of the State Board of Education, who shall\n\nserve an initial term of one (1) year, who shall be\n\nappointed by the Governor.\n\nB. Except for the initial appointments, appointed members shall\n\nbe appointed for three-year terms. The members appointed to initial\n\nterms shall serve staggered terms as prescribed in this section.\n\nTerms of office shall expire on June 30. Members may be reappointed\n\nas deemed appropriate by the appointing authority. Members may be\n\nremoved by the appointing authority for incompetence, willful\n\nneglect of duty, corruption in office, or malfeasance in office.\n\nVacancies shall be filled in the same manner as the original\n\nappointment. The members of the Council shall not be subject to the\n\ndual-office-holding prohibitions set forth in Section 6 of Title 51\n\nof the Oklahoma Statutes.\n\nC. Appointments to the Council shall be made by September 1,\n\n2008. The State Superintendent of Public Instruction shall convene\n\nthe first meeting of the Council. The members of the Council shall\n\nelect from their membership a chair and vice-chair to serve for one-\n\nyear terms. A majority of the members shall constitute a quorum for\n\nthe purpose of conducting the business of the Council. The Council\n\nshall meet at least annually and at the call of the chair.\n\nD. The Council shall comply with the Oklahoma Open Meeting Act\n\nand the Oklahoma Open Records Act.\n\nE. Members of the Council shall receive no compensation for\n\nserving on the Council, but shall receive travel reimbursement as\n\nfollows:\n\n1. Legislative members of the Council shall be reimbursed for\n\nnecessary travel expenses incurred in the performance of their\n\nduties in accordance with the provisions of Section 456 of Title 74\n\nof the Oklahoma Statutes; and\n\n2. Nonlegislative members of the Council shall be reimbursed by\n\nthe State Department of Education for necessary travel expenses\n\nincurred in the performance of their duties in accordance with the\n\nState Travel Reimbursement Act.\n\nF. The Council shall provide for the coordination among this\n\nstate’s governmental agencies, school districts and military\n\ninstallations concerning the state’s participation in, and\n\ncompliance with, the compact and Interstate Commission on\n\nEducational Opportunity for Military Children activities. The State\n\nDepartment of Education shall provide administrative services and\n\nstaff support to the Council. The State Board of Education may\n\npromulgate rules to implement operations and procedures necessary\n\nfor administration of the compact upon recommendation of the\n\nCouncil.\nnd\n\ncompliance with, the compact and Interstate Commission on\n\nEducational Opportunity for Military Children activities. The State\n\nDepartment of Education shall provide administrative services and\n\nstaff support to the Council. The State Board of Education may\n\npromulgate rules to implement operations and procedures necessary\n\nfor administration of the compact upon recommendation of the\n\nCouncil.\n\nG. 1. Before September 1, 2008, the Governor shall appoint the\n\ncompact commissioner who shall serve at the pleasure of the\n\nGovernor. The compact commissioner shall serve as this state’s\n\ncommissioner on the Interstate Commission on Educational Opportunity\n\nfor Military Children. In the event the compact commissioner cannot\n\nattend a meeting of the Interstate Commission, the Council shall\n\nappoint a Council member to represent this state at the meeting.\n\nThe compact commissioner shall be responsible for the administration\n\nand management of the state’s participation in the compact.\n\n2. The State Superintendent of Public Instruction shall\n\ndesignate an employee of the State Department of Education to serve\n\nas the military family education liaison. The liaison shall assist\n\nmilitary families and the state in facilitating the implementation\n\nof the compact, subject to the direction of the Council.\n\n3.
