Stat. tit. 70, § 70-6-101.16","heading":"Oklahoma Teacher and Leader Effectiveness Evaluation","body":"System.\n\nA. By December 15, 2011, the State Board of Education shall\n\nadopt a new statewide system of evaluation to be known as the\n\nOklahoma Teacher and Leader Effectiveness Evaluation System (TLE).\n\nThe Board shall work cooperatively with school districts to\n\nincorporate the components of the TLE in all school districts by the\n\n2017-2018 school year as provided for in Section 6-101.10 of this\n\ntitle.\n\nB. The TLE shall include the following components:\n\n1. Annual evaluations that provide feedback to improve student\n\nlearning and outcomes, except as provided for in subsection C of\n\nthis section;\n\n2. A five-tier district evaluation rating system as follows:\n\na. superior,\n\nb. highly effective,\n\nc. effective,\n\nd. needs improvement, and\n\ne. ineffective;\n\n3. An evidence-based qualitative assessment tool for the\n\nteacher qualitative portion of the TLE that will include observable\n\nand measurable characteristics of personnel and classroom practices\n\nthat are correlated to student performance success, including, but\n\nnot limited to:\n\na. organizational and classroom management skills,\n\nb. ability to provide effective instruction,\n\nc. focus on continuous improvement and professional\n\ngrowth,\n\nd. interpersonal skills, and\n\ne. leadership skills;\n\n4. An evidence-based qualitative assessment tool for the leader\n\nqualitative portion of the TLE that will include observable and\n\nmeasurable characteristics of personnel and site management\n\npractices that are correlated to student performance success,\n\nincluding, but not limited to:\n\na. organizational and school management, including\n\nretention and development of effective teachers and\n\ndismissal of ineffective teachers,\n\nb. instructional leadership,\n\nc. professional growth and responsibility,\n\nd. interpersonal skills,\n\ne. leadership skills, and\n\nf. stakeholder perceptions;\n\n5. An individualized program of professional development for\n\nall teachers and administrators as adopted by the school district\n\nboard of education as set forth in subsection B of Section 6-101.10\n\nof this title;\n\n6. For districts choosing to use, at their own expense,\n\nquantitative measures of teachers and leaders as part of the\n\ndistrict evaluation rating, such measures shall include a minimum of\n\none reliable, research-based measure as approved by the State Board\n\nof Education pursuant to subsection D of this section; and\n\n7. For all district evaluations, student performance, including\n\nperformance on the statewide criterion-referenced tests if\n\navailable, shall be discussed with the teacher and may be one of the\n\nconsiderations for the teacher's district evaluation rating.\n\nC. Career teachers receiving a district evaluation rating of\n\n\"superior\" or \"highly effective\" under the TLE may be evaluated once\n\nevery three (3) years.\n\nD. By December 1, 2015, the Teacher and Leader Effectiveness\n\nCommission shall recommend to the State Board of Education multiple\n\nreliable, research-based measures to provide a quantitative\n\nevaluation component for teachers. The State Board of Education\n\nshall approve and publish a list of approved measures by February 1,\n\n2016.\n\nE. A school district with an average daily attendance of more\n\nthan thirty-five thousand (35,000) which has incorporated\n\nquantitative components of the TLE into its evaluation system of\n\nteachers and administrators prior to the 2015-2016 school year may\n\ncontinue using its evaluation system, as defined by the school\n\ndistrict's written policies, notwithstanding the provisions of this\n\nsection and regardless of the State Board of Education's adoption of\n\nquantitative components pursuant to this section.\n\nF. The State Department of Education shall provide to the\n\nOklahoma State Regents for Higher Education and the Oklahoma\n\nCommission for Educational Quality and Accountability timely\n\nelectronic data linked to teachers and leaders derived from the TLE\n\nfor purposes of providing a basis for the development of\nState Board of Education's adoption of\n\nquantitative components pursuant to this section.\n\nF. The State Department of Education shall provide to the\n\nOklahoma State Regents for Higher Education and the Oklahoma\n\nCommission for Educational Quality and Accountability timely\n\nelectronic data linked to teachers and leaders derived from the TLE\n\nfor purposes of providing a basis for the development of\n\naccountability and quality improvements of the teacher preparation\n\nsystem. The data shall be provided in a manner and at such times as\n\nagreed upon between the Department, the State Regents and the\n\nCommission.\n\nG. For purposes of this section, \"leader\" means a principal,\n\nassistant principal or any other school administrator who is\n\nresponsible for supervising classroom teachers.\n\nH. The State Department of Education shall keep all data\n\ncollected pursuant to the TLE and records of annual evaluations\n\nreceived pursuant to this section confidential. Records created\n\npursuant to this section which identify, in any way, a current or\n\nformer public employee shall not be subject to disclosure under the\n\nOklahoma Open Records Act. Nothing in this subsection shall be\n\nconstrued to prohibit disclosure otherwise required by this section;\n\nprovided, however, any provisions requiring disclosure of TLE\n\nrecords shall be construed narrowly and all individually identifying\n\ninformation shall be removed from such records to the fullest extent\n\npossible.","path":["OK Code","Title 70"],"source_url":"https://www.oklegislature.gov/OK_Statutes/CompleteTitles/os70.pdf","current_through":"2026-08-14","vintage":"open-us-law v2026.08, retrieved 2026-09-14","retrieved_at":"2026-09-14T18:32:36Z","sha256":"b64c4b010936e328a3ff3340cd9605935ec7453c221c177f292f25c5782bcdf9","source_id":"us-ok","stale":false,"prev":"us-ok/okla.-stat.-tit.-70-70-6-101.15","next":"us-ok/okla.-stat.-tit.-70-70-6-101.2"},"notice":"GroundRules: Original legal text.
