Stat. tit. 70, § 70-6-122.3","heading":"Alternative placement teaching certificate -","body":"Alternative placement programs - Adjunct teachers.\n\nA. The State Board of Education shall grant an alternative\n\nplacement teaching certificate to a person who makes application to\n\nthe Board and meets the following criteria:\n\n1. a. holds at least a baccalaureate degree from an\n\ninstitution whose accreditation is recognized by the\n\nOklahoma State Regents for Higher Education and has\n\nattained a retention grade point average of not less\n\nthan 2.50 on a 4.0 scale, or\n\nb. has successfully completed a terminal degree, such as\n\na doctorate of philosophy, a doctorate in education,\n\nprofessional doctorates, a master of fine arts degree\n\nor a master of library science degree, from an\n\ninstitution accredited by a national or regional\n\naccrediting agency which is recognized by the\n\nSecretary of the United States Department of\n\nEducation. The Oklahoma State Regents for Higher\n\nEducation shall be consulted to verify other terminal\n\ndegrees, or\n\nc. holds at least a baccalaureate degree from an\n\ninstitution whose accreditation is recognized by the\n\nOklahoma State Regents for Higher Education and has\n\nqualified work experience in a field that corresponds\n\nto an area of certification as determined by the State\n\nBoard of Education, and\n\nd. in addition to the requirements of subparagraphs a, b\n\nand c of this paragraph, has demonstrated competency\n\nor completed a major in a field that corresponds to an\n\narea of specialization for an Elementary-Secondary\n\nCertificate or a Secondary Certificate as determined\n\nby the State Board of Education or a vocational-\n\ntechnical certificate as recommended by the Oklahoma\n\nDepartment of Career and Technology Education;\n\n2. Declares the intention to earn standard certification by\n\nmeans of an alternative placement program in not more than three (3)\n\nyears. The State Board of Education shall determine the subject\n\nmatter and the number of clock or semester hours required for the\n\nprofessional education component for each person making application\n\nfor an alternative placement teaching certificate based on the\n\ncriteria of paragraph 1 of this subsection.\n\nThe State Board of Education shall establish a core minimum of\n\nsix (6) semester hours or ninety (90) clock hours and a maximum of\n\neighteen (18) semester hours or two hundred seventy (270) clock\n\nhours for the professional education component.\n\nThe requirements set forth in this subsection shall exclude all\n\nstudent teaching requirements pursuant to the provisions of\n\nsubsection E of this section;\n\n3. Has passed the subject area portion of the competency\n\nexamination required in Section 6-187 of this title in the area of\n\nspecialization for which certification is sought; and\n\n4. Either presents a document from an accredited public school\n\ndistrict in this state offering employment in the area of\n\nspecialization for which certification is sought on condition that\n\nthe person enroll in an alternative placement program approved by\n\nthe State Board of Education or declares the intention to seek\n\nemployment as a teacher at an accredited public school district in\n\nthis state. The certificate granted pursuant to this subsection\n\nshall be considered a “valid certificate of qualification” for the\n\npurposes of Sections 6-107 and 6-108 of this title, and the holder\n\nof the certificate shall be considered an inductee for the purposes\n\nof Section 6-195 of this title.\n\nB. An alternative placement teaching certificate shall be\n\nrenewed for not more than a maximum of three (3) years upon\n\npresentation of a document from an accredited public school district\n\nin this state offering renewed employment in the same area of\n\nspecialization and a document from a teacher education institution\n\nverifying satisfactory progress in an appropriate alternative\n\nplacement program.\n\nC. Persons enrolled in an alternative placement program shall:\n\n1. Have never been denied admittance to a teacher education\nation of a document from an accredited public school district\n\nin this state offering renewed employment in the same area of\n\nspecialization and a document from a teacher education institution\n\nverifying satisfactory progress in an appropriate alternative\n\nplacement program.\n\nC. Persons enrolled in an alternative placement program shall:\n\n1. Have never been denied admittance to a teacher education\n\nprogram approved by the Oklahoma State Regents for Higher Education,\n\nthe North Central Association of Colleges and Schools and by the\n\nOklahoma Commission for Teacher Preparation to offer teacher\n\neducation programs, nor have enrolled in and subsequently failed\n\ncourses necessary to successfully meet the minimum requirements of\n\nthe program, except those persons who hold a certificate;\n\n2. Have on file with the director of teacher education at an\n\nOklahoma institution of higher education a plan for meeting standard\n\ncertification requirements within three (3) years; and\n\n3. Participate in an induction program as required in Section\n\n6-195 of this title and have the same duties and responsibilities as\n\nother inductees.\n\nD. The State Board of Education may grant an exception to the\n\nrequirements for certification and, upon demonstration by an\n\nindividual of specific competency in the subject area of\n\nspecialization, may grant a certificate to the individual. The\n\nState Board may establish other requirements necessary to grant\n\nexceptions.\n\nE. The State Board of Education, in consultation with the\n\nCommission for Educational Quality and Accountability, may grant an\n\nexception to the requirement to complete a subject area examination\n\nfor initial certification in a field which does not require an\n\nadvanced degree pursuant to this section if the candidate has an\n\nadvanced degree in a subject that is substantially comparable to the\n\ncontent assessed on a subject area examination. The degree shall be\n\nfrom an institution accredited by a national or regional accrediting\n\nagency which is recognized by the Secretary of the U.S. Department\n\nof Education. The Commission shall provide the Board with the\n\nnecessary information to determine comparability.\n\nF. Student teaching and a prestudent teaching field experience\n\nshall not be required of alternative placement program participants\n\nfor standard certification.\n\nG. The State Board of Education shall promulgate rules\n\nauthorizing adjunct teachers who shall be persons with distinguished\n\nqualifications in their field. Adjunct teachers shall not be\n\nrequired to meet standard certification. A person employed as an\n\nadjunct teacher pursuant to this subsection who does not hold a\n\nvalid certificate to teach shall not be considered a teacher as\n\ndefined by Section 1-116 of this title.\n\nH. Each teacher education institution shall provide the\n\nOklahoma Commission for Teacher Preparation an annual report of\n\ninformation as specified by the Commission regarding participation\n\nin the alternative placement programs offered by the institution.\n\nI. The Oklahoma Commission for Teacher Preparation shall not\n\naccredit, renew the accreditation of, or otherwise approve any\n\nteacher education program of any institution of higher education in\n\nthis state that has not implemented alternative placement programs\n\nin at least four areas of specialization including mathematics,\n\nscience and a foreign language. Each institution shall allow\n\nindividuals who meet the criteria of subsections A and C of this\n\nsection to be:\n\n1. Admitted to an alternative placement program without further\n\nqualification; and\n\n2. Offered the opportunity to complete the requirements for\n\nstandard certification set forth in subsection A of this section\n\nduring the summer preceding and the summer following the first year\n\nof teaching with an alternative placement teaching certificate. Any\n\nperson seeking standard certification through an alternative\nrther\n\nqualification; and\n\n2. Offered the opportunity to complete the requirements for\n\nstandard certification set forth in subsection A of this section\n\nduring the summer preceding and the summer following the first year\n\nof teaching with an alternative placement teaching certificate. Any\n\nperson seeking standard certification through an alternative\n\nplacement program shall be permitted to take necessary courses\n\nduring regular semesters if offered.\n\nJ.
