There is hereby re-created until July 1, 2010, in accordance\n\nwith the Oklahoma Sunset Law, a Minority Teacher Recruitment\n\nAdvisory Committee which shall have oversight over implementation of\n\nthe Minority Teacher Recruitment Center and shall advise the\n\noperation of such Center. The Advisory Committee shall be composed\n\nof nineteen (19) members. The presence of ten Advisory Committee\n\nmembers or their designees shall constitute a quorum. Appointments\n\nshall be made by July 1 with members serving a term of two (2) years\n\nunless no longer eligible. The Advisory Committee members shall be\n\nappointed as follows:\n\n1. The Speaker of the House of Representatives shall appoint:\n\na. two members from the Oklahoma House of\n\nRepresentatives,\n\nb. two members from an institution of higher education in\n\nThe Oklahoma State System of Higher Education. One\n\nappointee shall be from a comprehensive university.\n\nOne appointee shall be from a two-year college,\n\nc. one member who is a public school teacher who is a\n\nminority,\n\nd. one member who is a superintendent or designee of a\n\npublic school district, and\n\ne. two members representing a community with a high\n\nminority population. One appointee shall be African-\n\nAmerican. One appointee shall be Hispanic;\n\n2. The President Pro Tempore of the Senate shall appoint:\n\na. two members from the Oklahoma State Senate,\n\nb. two members from an institution of higher education in\n\nThe Oklahoma State System of Higher Education with a\n\nteacher preparation program. One appointee shall be\n\nfrom a regional university,\n\nc. one member who is a public school teacher who is a\n\nminority,\n\nd. one member who is a principal of a public high school,\n\nand\n\ne. two members representing a community with a high\n\nminority population. One appointee shall be American\n\nIndian. One appointee shall be Asian-American;\n\n3. The State Superintendent of Public Instruction or a designee\n\nshall serve as a member of the Advisory Committee;\n\n4. The Chancellor of Higher Education or a designee shall serve\n\nas a member of the Advisory Committee; and\n\n5. The Executive Director of the Oklahoma Commission for\n\nTeacher Preparation or a designee shall serve as a member of the\n\nAdvisory Committee.\n\nB. Members of the Advisory Committee shall be reimbursed for\n\nattendance at the Advisory Committee meetings by the appointing\n\nagency pursuant to the State Travel Reimbursement Act or Section 456\n\nof Title 74 of the Oklahoma Statutes. Members of the Advisory\n\nCommittee shall designate from among the members a chairperson and\n\nvice-chairperson. Staff assistance shall be provided by the\n\nMinority Teacher Recruitment Center.\n\nC. Persons who are members on the effective date of this act\n\nshall retain their membership until their terms are completed.\n\nD. The Minority Teacher Recruitment Advisory Committee shall:\n\n1. Make recommendations on the annual operating budget of the\n\nMinority Teacher Recruitment Center and verify that the funds\n\nallocated to the Center through the Oklahoma State Regents for\n\nHigher Education are utilized exclusively by the Center by function;\n\n2. Advise the Oklahoma State Regents for Higher Education of\n\nunmet needs within the state in the implementation of the Center's\n\nactivities;\n\n3. Annually comment publicly on the progress of the Center;\n\n4. Assist the Oklahoma State Regents for Higher Education in\n\ndeveloping and reporting information about the Center when\n\nnecessary;\n\n5. Meet as often as necessary to conduct business; and\n\n6. Keep official minutes of the Committee meetings which shall\n\nbe made available to the public upon request.\n\nE. As used in this section and Section 6-130 of this title,\n\n\"minority\" means a person who is a lawful resident of the State of\n\nOklahoma and who is:\n\n1. African-American, a person having origins in any of the\n\nblack racial groups of Africa;\nas often as necessary to conduct business; and\n\n6. Keep official minutes of the Committee meetings which shall\n\nbe made available to the public upon request.\n\nE. As used in this section and Section 6-130 of this title,\n\n\"minority\" means a person who is a lawful resident of the State of\n\nOklahoma and who is:\n\n1. African-American, a person having origins in any of the\n\nblack racial groups of Africa;\n\n2. Hispanic, a person of Mexican, Puerto Rican, Cuban, Central\n\nor South American descent;\n\n3. Asian-American, a person having origins in any of the\n\noriginal peoples of the Far East, Southeast Asia, the Indian\n\nsubcontinent, or the Pacific Islands; or\n\n4.
