As used in this section:\n\n1. \"Provider\" means an eligible entity that seeks or has\n\nobtained approval of an alternative teacher preparation program\n\nconsistent with this section; and\n\n2. \"Program\" means content provided by a provider that leads\n\ntoward licensure in a specific content area.\n\nB. The State Board of Education shall identify providers to\n\nimplement new and innovative pathways toward teacher certification\n\non a pilot program basis. Providers seeking to participate in the\n\npilot program shall submit applications to the State Board of\n\nEducation.\n\nC. A provider chosen by the State Board of Education to\n\nparticipate in the pilot program shall offer a program that:\n\n1. Provides evidence and history of fiscal solvency, capacity,\n\noperation, and program effectiveness;\n\n2. Provides evidence of necessary infrastructure to provide\n\naccurate, timely, and secure data for the purpose of admission,\n\nteacher candidate monitoring, testing, and certification\n\nrecommendations;\n\n3. Has policies and procedures in place ensuring the security\n\nof teacher candidate records under applicable laws and regulations;\n\n4. Has the instructional capacity within an existing novice\n\nteacher support program, the ability to obtain the instructional\n\ncapacity, or has established a partnership with an accredited higher\n\neducation institution to provide adequate instruction in accordance\n\nwith this subsection;\n\n5. Offers an instructional phase that provides intensive\n\npreparation before the teacher candidates assume classroom\n\nresponsibilities;\n\n6. Offers a research-based and results-oriented approach\n\nfocused on best teaching practices to increase student achievement\n\nand growth measured against state academic standards;\n\n7. Provides assessment, supervision, and evaluation of teacher\n\ncandidates to determine their specific needs throughout the program\n\nand to support efforts to successfully complete the program;\n\n8. Provides intensive and ongoing professional development\n\nopportunities that accelerate a teacher candidate's professional\n\ngrowth, support student learning, and provide a workplace\n\norientation, professional staff development, and mentoring;\n\n9. Offers peer review focused on standards of professional\n\npractice and continuous professional growth; and\n\n10. Provides a process to review a teacher candidate's final\n\ncompetency of required certification content standards that leads to\n\na potential candidate being recommended for teacher certification in\n\naccordance with subsection F of this section.\n\nD. The State Board of Education shall ensure that providers\n\napproved to participate in the pilot program allow teacher\n\ncandidates to demonstrate pedagogy and content standard proficiency\n\nin school-based programs and through other nontraditional means.\n\nNontraditional means may include, but not be limited to, previous\n\nwork experience, teacher experience, educator evaluations, industry-\n\nrecognized certifications, and other essentially equivalent\n\ndemonstrations.\n\nE. If the State Board of Education determines that a provider\n\nfails to meet or is deficient in any of the requirements of this\n\nsection, it may suspend or revoke the approval of the provider after\n\nproviding notification of the deficiencies and an opportunity to\n\nremedy the deficiencies.\n\nF. A teacher candidate that completes a program offered by an\n\napproved provider shall be eligible for certification, provided he\n\nor she meets the certification requirements set forth in Section 6-\n\n187 of this title in the area of specialization for which\n\ncertification is sought and is recommended for certification by the\n\napproved provider.\n\nG. The State Board of Education shall issue a certificate to\n\nteach to any person who meets the requirements set forth in this\n\nsection and who has on file with the Board a current Oklahoma\n\ncriminal history record check from the Oklahoma State Bureau of\n7 of this title in the area of specialization for which\n\ncertification is sought and is recommended for certification by the\n\napproved provider.\n\nG. The State Board of Education shall issue a certificate to\n\nteach to any person who meets the requirements set forth in this\n\nsection and who has on file with the Board a current Oklahoma\n\ncriminal history record check from the Oklahoma State Bureau of\n\nInvestigation as well as a national criminal history record check as\n\ndefined in Section 150.9 of Title 74 of the Oklahoma Statutes. The\n\nperson applying for the certificate shall be responsible for the\n\ncost of the criminal history record checks.\n\nH. A provider shall submit a report to the State Department of\n\nEducation after one (1) year of operation showing the percentage of\n\nteacher candidates who have completed the program and who have\n\nsuccessfully completed or who have failed the competency\n\nexaminations for certification and the provider's efforts to help\n\ncandidates successfully pass the examinations. A provider shall\n\nannually submit a report to the State Department of Education\n\noutlining the success of the program.\n\nI. The State Board of Education may promulgate rules to\n\nimplement the provisions of this section.\n\nJ.
