Stat. tit. 70, § 70-6-184","heading":"Authority of the Oklahoma Commission for Teacher","body":"Preparation, the State Board of Education, the Oklahoma State\n\nRegents for Higher Education and the State Board of Career and\n\nTechnology Education.\n\nA. Beginning July 1, 1997 through July 1, 2014, the Oklahoma\n\nCommission for Teacher Preparation shall have authority for approval\n\nand accreditation of teacher education programs and for assessment\n\nof candidates for certification according to the provisions of the\n\nOklahoma Teacher Preparation Act. As part of this duty the Oklahoma\n\nCommission for Teacher Preparation shall:\n\n1. Include the State Board of Education in the process;\n\n2. Review and assess approved, accredited and new programs of\n\nteacher education; and\n\n3. Encourage studies and research designed to improve teacher\n\neducation.\n\nB. Until July 1, 2014, before adopting any rule pertaining to\n\napproval or accreditation of teacher education programs or\n\nassessment of candidates for certification, the Oklahoma Commission\n\nfor Teacher Preparation shall solicit comments from the State Board\n\nof Education, the Oklahoma State Regents for Higher Education and\n\nthe State Board of Career and Technology Education on the proposed\n\nrule. Within forty-five (45) days of the receipt of the proposed\n\nrule from the Oklahoma Commission for Teacher Preparation, the State\n\nBoard of Education, the State Regents and the State Board of Career\n\nand Technology Education shall separately review the proposed rule\n\nand return their recommendations to the Commission on the proposed\n\nadoption. Each recommendation shall include the rationale for the\n\nrecommendation. The Oklahoma Commission for Teacher Preparation\n\nshall accord the recommendations due deliberation in its subsequent\n\nconsideration of the adoption of each proposed rule. If the action\n\nof the Commission on a proposed rule is not consistent with the\n\nrecommendation made by any of the reviewing entities, within ten\n\n(10) days of the Oklahoma Commission for Teacher Preparation's\n\nformal action on the rule, the Commission shall submit a report\n\nproviding justification for its actions to the Commission for\n\nEducational Quality and Accountability.\n\nC. Until July 1, 2014, the State Board of Education, the\n\nOklahoma State Regents for Higher Education and the State Board of\n\nCareer and Technology Education shall also have authority to\n\nrecommend to the Oklahoma Commission for Teacher Preparation rules\n\nfor teacher education program approval and accreditation and rules\n\nfor teacher assessment. Any such rule recommended shall be\n\nconsidered by the Commission within sixty (60) days of receipt of\n\nthe rule by the same process provided in subsection A of this\n\nsection for rules proposed by the Oklahoma Commission for Teacher\n\nPreparation.\n\nD. Until July 1, 2014, before adopting any rule pertaining to\n\nteacher certification, residency or professional development, the\n\nState Board of Education shall solicit comments from the Oklahoma\n\nCommission for Teacher Preparation, the Oklahoma State Regents for\n\nHigher Education and the State Board of Career and Technology\n\nEducation on the proposed rule. Within forty-five (45) days of the\n\nreceipt of a proposed rule from the State Board of Education, the\n\nOklahoma Commission for Teacher Preparation, the State Regents and\n\nthe State Board of Career and Technology Education shall separately\n\nreview the proposed rule and return their recommendations to the\n\nBoard on the proposed adoption. Each recommendation shall include\n\nthe rationale for the recommendation. The State Board of Education\n\nshall accord the recommendations due deliberation in its subsequent\n\nconsideration of the adoption of each rule. If the action of the\n\nState Board of Education on a proposed rule is not consistent with\n\nthe recommendation made by any of the reviewing entities, within ten\non the proposed adoption. Each recommendation shall include\n\nthe rationale for the recommendation. The State Board of Education\n\nshall accord the recommendations due deliberation in its subsequent\n\nconsideration of the adoption of each rule. If the action of the\n\nState Board of Education on a proposed rule is not consistent with\n\nthe recommendation made by any of the reviewing entities, within ten\n\n(10) days of the State Board of Education's formal action on the\n\nrule, the State Board of Education shall submit a report providing\n\njustification for its action to the Education Oversight Board.\n\nE. Until July 1, 2014, the Oklahoma Commission for Teacher\n\nPreparation, the Oklahoma State Regents for Higher Education and the\n\nState Board of Career and Technology Education shall have authority\n\nto recommend to the State Board of Education rules for adoption in\n\nthe areas of teacher certification, residency and professional\n\ndevelopment. Any such rule recommended shall be considered by the\n\nState Board of Education within sixty (60) days of the receipt of\n\nthe rule by the same process provided in subsection C of this\n\nsection for rules proposed by the State Board of Education.\n\nF. Beginning July 1, 2014, the State Board of Education, the\n\nOklahoma State Regents for Higher Education and the State Board of\n\nCareer and Technology Education shall have the authority to submit\n\nproposed rules regarding teacher education program approval,\n\naccreditation, and for teacher assessment to the Commission for\n\nEducational Quality and Accountability. All proposed rules shall be\n\nconsidered by the Commission within sixty (60) days of receipt of\n\nthe proposed rule. The proposed rules shall be considered by the\n\nCommission in the same process provided in subsection B of this\n\nsection for rules proposed by the Oklahoma Commission for Teacher\n\nPreparation.\n\nG. Beginning July 1, 2014, before adopting any rule pertaining\n\nto teacher leadership and effectiveness or professional development,\n\nthe State Board of Education shall solicit comments from the\n\nCommission for Educational Quality and Accountability, the Oklahoma\n\nState Regents for Higher Education and the State Board of Career and\n\nTechnology Education on the proposed rule. Within forty-five (45)\n\ndays of the receipt of a proposed rule from the State Board of\n\nEducation, the Commission for Educational Quality and\n\nAccountability, the State Regents and the State Board of Career and\n\nTechnology Education shall separately review the proposed rule and\n\nreturn their recommendations to the Board on the proposed rule.\n\nEach recommendation shall include the rationale for the\n\nrecommendation.
