There is hereby created in the State Treasury a revolving\n\nfund for the State Department of Education to be designated the\n\n“Teacher Empowerment Revolving Fund”. The revolving fund shall be a\n\ncontinuing fund, without legislative appropriation, not subject to\n\nfiscal year limitations, and shall be under the control and\n\nmanagement of the State Department of Education. Expenditures from\n\nthe Teacher Empowerment Revolving Fund shall be budgeted and\n\nexpended as provided for in subsection B of this section.\n\nB. The State Department of Education shall utilize the funds\n\nfor the program outlined in Section 6-190 of this title.
