It is hereby declared to be the intent of the Legislature to\n\nestablish a professional development procedure whereby all teachers\n\nin the state continue their education beyond initial certification\n\nby the state to ensure that the children of the state are taught by\n\nprofessional educators, fully prepared in their areas of expertise.\n\nFurthermore, such professional development procedure shall provide\n\nalternative means of education, including one or more of the\n\nfollowing: In-service programs, higher education courses, or other\n\nalternative means of education designed to help teachers enrich\n\ntheir professional abilities.\n\nB. The professional development procedure shall include digital\n\nteaching and learning standards to enhance content delivery to\n\nstudents and improve student achievement.
