Beginning with the 1996-97 school year, the State Board of\n\nEducation shall award scholarships, on a first-come first-serve\n\nbasis, to public school districts who wish to have teachers and\n\nadministrators from certain school sites attend Northeastern\n\nOklahoma State University Great Expectations Summer Institutes for\n\nTeachers. Provided, any school district applying for a scholarship\n\nfor teachers and administrators from a school site which is\n\ncurrently, or has been declared, a high challenge school pursuant to\n\nthe provisions of subsection B of Section 1210.541 of Title 70 of\n\nthe Oklahoma Statutes for any of the previous three (3) school\n\nyears, shall be given priority for receipt of such scholarship.\n\nScholarships shall be awarded based on the amount of funds allocated\n\nfor such purpose.\n\nB.
