The State Board of Education shall establish the Oklahoma\n\nMathematics Improvement Program. The purpose of the program is to\n\nimprove student mastery of the subject matter standards adopted by\n\nthe State Board of Education for sixth-grade mathematics through\n\nAlgebra I by enhancing sixth-, seventh- and eighth-grade public\n\nschool teachers' mastery of the subject matter content and process\n\nskills.\n\nB. For purposes of this section, \"middle-level mathematics\"\n\nmeans the subject matter standards for sixth- through eighth-grade\n\nmathematics and Algebra I.\n\nC. Each sixth-, seventh-, or eighth-grade public school teacher\n\nof a middle-level mathematics course who completes a professional\n\ndevelopment program approved by the State Board of Education, as\n\nauthorized in subsection E of this section, shall receive a stipend\n\nin the amount of One Thousand Dollars ($1,000.00) if, prior or\n\nsubsequent to completion of the professional development program,\n\nthe teacher successfully completes the middle-level/intermediate\n\nmathematics Oklahoma Subject Area Test administered by the Oklahoma\n\nCommission for Teacher Preparation. The State Board of Education\n\nshall provide the stipend to qualifying teachers who meet the\n\nrequirements of this section. The stipend shall not be included in\n\nthe calculation of the teacher's salary for purposes of meeting the\n\ndistrict or statutory minimum salary schedule or for purposes of\n\ncalculating Teachers' Retirement System of Oklahoma contributions or\n\nbenefits.\n\nD. The State Department of Education shall issue a request for\n\nproposals on or before October 1, 2005, seeking applications for the\n\nOklahoma Mathematics Improvement Program. The State Department of\n\nEducation shall review the applications for compliance with the\n\nestablished requirements.\n\nE. The State Board of Education may approve programs that meet\n\nthe requirements set forth in this subsection. Each participating\n\nteacher shall take a preassessment to establish current subject\n\nmatter knowledge, and, based on the results of the preassessment,\n\nthe teacher will participate in one of the three programs listed\n\nbelow:\n\n1. Mathematics academies consisting of a minimum of forty (40)\n\ncontact hours of training and twenty (20) contact hours of follow-up\n\ntraining through lesson study with identified mathematics\n\nspecialists on-site and through video technology.\n\nThe mathematics academies shall incorporate both content\n\nknowledge and process knowledge that shall be modeled for teachers\n\nin the areas of problem-solving, reasoning, and critical thinking as\n\napplied to the mathematical concepts in the subject matter\n\nstandards. The ultimate goal of the mathematics academies shall be\n\nto significantly increase the number of children becoming proficient\n\nin mathematics as demonstrated on assessments administered pursuant\n\nto the Oklahoma School Testing Program Act. The mathematics\n\nacademies shall be accepted for professional development purposes\n\nand shall be defined as continuing education experiences that\n\nconsist of a minimum of forty (40) clock hours. The mathematics\n\nacademies shall be designed to provide instruction that includes\n\npeer coaching;\n\n2. Other programs including customized higher education courses\n\nand/or on-line courses similar in scope and nature to those\n\ndescribed in this subsection designed to improve middle school\n\nmathematics knowledge including Algebra I, as approved by the State\n\nBoard of Education; and\n\n3. Small learning community lesson studies facilitated by a\n\nmathematics coach and utilizing the Internet and video technology,\n\nas approved by the State Board of Education.\n\nF. On or before December 15, 2005, the State Department of\n\nEducation shall forward applications that the Department has\n\ndetermined meet the requirements of this section to the State Board\n\nof Education. On or before February 1, 2006, the Board shall award,\nn studies facilitated by a\n\nmathematics coach and utilizing the Internet and video technology,\n\nas approved by the State Board of Education.\n\nF. On or before December 15, 2005, the State Department of\n\nEducation shall forward applications that the Department has\n\ndetermined meet the requirements of this section to the State Board\n\nof Education. On or before February 1, 2006, the Board shall award,\n\nthrough a competitive bid process, one or more grants for\n\nprofessional development programs approved by the Department.\n\nG. The State Board of Education shall contract for independent\n\nevaluations of programs funded pursuant to this section.\n\nH. Beginning June 30, 2006, and each year thereafter for which\n\nthe Oklahoma Mathematics Improvement Program is funded, the State\n\nBoard of Education shall prepare and submit a report to the\n\nLegislature and the Governor containing:\n\n1. Descriptions of professional development programs approved\n\nand funded through the Oklahoma Mathematics Improvement Program;\n\n2. Number and amount of grants awarded;\n\n3. Number of teachers completing approved programs;\n\n4. Number of teachers successfully completing the Oklahoma\n\nSubject Area Test for middle level/intermediate mathematics after\n\ncompletion of a program created pursuant to this section;\n\n5. Amount of stipends paid to teachers pursuant to this\n\nsection; and\n\n6.
