The Legislature finds and declares the following:\n\n1. It is an essential function of state government to forever\n\nencourage schools and the means of education;\n\n2. It is a responsibility of state government to maintain state\n\ninstitutions of higher education;\n\n3. It is an essential function of state government to encourage\n\nattendance at state institutions of higher education;\n\n4. Tuition costs at public institutions of higher education are\n\ndifficult for many to afford and are difficult to predict in order\n\nto enable individuals and families to plan;\n\n5. It is in the best interest of the people of this state to\n\nfoster public higher education in order to provide well-educated\n\ncitizens;\n\n6. It is in the best interest of the people of this state to\n\nencourage state residents desiring higher education to enroll in\n\nstate institutions of higher learning;\n\n7. Students in elementary and secondary schools tend to achieve\n\na higher standard of performance when the payment of tuition for\n\ntheir higher education is secured; and\n\n8. Providing assistance to assure the higher education of the\n\ncitizens of this state is necessary and desirable for the public\n\nhealth, safety and welfare.\n\nB. It is therefore the intention of the Legislature that the\n\npurposes of the Oklahoma Tuition Trust Act and of the Oklahoma\n\nTuition Trust Fund created by the Oklahoma Tuition Trust Act shall\n\nbe to:\n\n1. encourage education and the means of education;\n\n2. maintain state institutions of higher education by helping\n\nto provide a stable financial base to these institutions;\n\n3. provide wide and affordable access to state institutions of\n\nhigher education for the residents of this state;\n\n4. encourage attendance at state institutions of higher\n\neducation;\n\n5. provide students and their parents economic protection\n\nagainst rising tuition costs;\n\n6. provide students and their parents assistance in financing\n\npostsecondary education;\n\n7. help provide the benefits of higher education to the people\n\nof this state; and\n\n8. encourage elementary and secondary students in this state to\n\nachieve high standards of performance.","path":["OK Code","Title 70"],"source_url":"https://www.oklegislature.gov/OK_Statutes/CompleteTitles/os70.pdf","current_through":"2026-08-14","vintage":"open-us-law v2026.08, retrieved 2026-09-14","retrieved_at":"2026-09-14T18:32:36Z","sha256":"e11d7b789e0dbc5835abe28d1fd9b6fbe803952b1d5abe08c2287762bd88de50","source_id":"us-ok","stale":false,"prev":"us-ok/okla.-stat.-tit.-70-70-6000","next":"us-ok/okla.-stat.-tit.-70-70-6002"},"notice":"GroundRules: Original legal text.
