No person shall be awarded a state tuition aid grant unless\n\nthe person:\n\n1. Is a resident of this state. Such residency shall meet\n\nrequirements as set out by the Oklahoma State Regents for Higher\n\nEducation;\n\n2. Has demonstrated financial need for tuition aid as\n\ndetermined by Sections 626.2 and 626.7 of this title and in\n\naccordance with procedures established by the Oklahoma State Regents\n\nfor Higher Education;\n\n3. Has demonstrated high moral character, good citizenship, and\n\ndedication to American ideals;\n\n4. Has applied for state tuition aid and has been determined to\n\nbe eligible for such tuition aid; and\n\n5. Has complied with all the rules adopted pursuant to the\n\nOklahoma Higher Education Tuition Aid Act for the award, regulation,\n\nand administration of state college tuition aid.\n\nB. No person shall be awarded a state tuition aid grant if the\n\nperson is incarcerated in a state, federal, or private correctional\n\nfacility and enrolled in a program structured primarily for virtual\n\nlearning.
