There is hereby established the Omnibus Budget\n\nReconciliation Act Program (OBRA) which shall be administered by the\n\nHealth Care Workforce Training Commission. The purpose of the\n\nprogram shall be to encourage persons to enter nursing education\n\nprograms and to practice in nursing homes of this state in which\n\nthere is an urgent need for nursing services which provide funds on\n\na matching basis with the Health Care Workforce Training Commission\n\nfor the support of nursing students. The OBRA Program shall be\n\nadministered by rules under the Oklahoma Nursing Student Assistance\n\nProgram adopted by the Health Care Workforce Training Commission.\n\nB. Only students who are residents of this state shall be\n\neligible to participate in the OBRA Program.\n\nC. If a person receiving OBRA Program funds fails to fully\n\ncomply with the provisions of the contract for said funds, the\n\nperson shall refund to the Health Care Workforce Training Commission\n\nall monies received by the person pursuant to the provisions of the\n\ncontract plus interest at the rate of twelve percent (12%) from the\n\ndate of disbursement of said funds and shall be liable for any other\n\nliquidated damages as specified in the contract.\n\nD. There is hereby created in the State Treasury a revolving\n\nfund for the Health Care Workforce Training Commission to be\n\ndesignated the \"OBRA Fund\". The fund shall be a continuing fund,\n\nnot subject to fiscal year limitations, and shall consist of all\n\nnonappropriated monies, including local nursing home association\n\nmatch money of appropriated funds, grants, gifts, and repayment of\n\nscholarships received by the Health Care Workforce Training\n\nCommission. All monies accruing to the credit of said fund are\n\nhereby appropriated and may be budgeted and expended by the Health\n\nCare Workforce Training Commission for such scholarships as may be\n\nprovided for pursuant to the OBRA Program.
