Stat. tit. 70, § 70-697.2","heading":"Physician Manpower Training Commission - Cost-sharing","body":"programs for internship and residency physician training.\n\nThe Health Care Workforce Training Commission is authorized to\n\nestablish and administer cost-sharing programs for internship and\n\nresidency physician training. The Commission shall provide for\n\nstate assistance by sharing the cost on a percentage basis, as may\n\nbe prescribed by law or as determined by the Commission, of the\n\nsalary, fringe benefits, training and program administration of the\n\ninterns and residents as may be arranged by contract for\n\nreimbursement with an accredited and approved hospital and\n\naccredited clinical programs throughout the state in cooperation\n\nwith the Oklahoma State University College of Osteopathic Medicine.\n\nSuch physician training institutions in the state shall serve as the\n\nadministrative agent for internship and residency programs which are\n\nlocated in hospitals and clinical training programs throughout the\n\nstate. Such programs are affiliated with the institutions and\n\napproved for funding by the Commission. The Commission shall\n\nconduct the planning, coordination and selection of the training\n\nprograms to assure the effective and efficient operation of these\n\nprograms. Not less than seventy-five percent (75%) of the subsidy\n\nfor these programs shall be used in the training of primary health\n\ncare and family/general practice physicians for the rural and\n\nmedically underserved areas of the state. Provided that such\n\nsubsidy may be used for the primary purpose of increasing the total\n\nnumber of residencies funded by this state, wherever located within\n\nthe state, during that period in which residency programs are being\n\nestablished in rural areas; provided further, that as the residency\n\nprograms are established and accredited in rural hospitals,\n\nresidency positions in such programs shall be first provided for by\n\nthe Commission. The Commission shall present a report to the\n\nGovernor, the Speaker of the House of Representatives and the\n\nPresident Pro Tempore of the Senate within one (1) month of the\n\nbeginning of each regular legislative session on the operation of\n\nthe programs including the progress made in accomplishing the goals\n\nof physician training as to type of specialties and workforce\n\nplacement of the kind necessary to provide adequate health care to\n\nthe people throughout this state. The subsidy to the participating\n\nhospital, clinical situation or training institution per resident or\n\nintern shall not exceed any maximum or minimum amount as may be\n\nprescribed by law or as determined by the Commission. The actual\n\namount of subsidy for physician training program situations shall be\n\nbased upon a determination by the Commission of:\n\n1. The type of primary care residency and internship programs\n\ninvolved and being conducted;\n\n2. The extent of reimbursement available through third-party\n\npayers and all other sources; and\n\n3.
