There is hereby created in the State Treasury until July 1,\n\n2027, a revolving fund for the Health Care Workforce Training\n\nCommission to be designated the \"Health Care Workforce Development\n\nRevolving Fund\". The fund shall be a continuing fund, not subject\n\nto fiscal year limitations, and shall consist of all available\n\nmonies:\n\n1. Received by the state as Coronavirus State and Local Fiscal\n\nRecovery Funds pursuant to Section 9901 of the American Rescue Plan\n\nAct of 2021, Pub. L. No. 117-2;\n\n2. Directed to the state by the federal government for the\n\npurpose of recruiting, educating, and stabilizing Oklahoma's health\n\ncare workforce;\n\n3. Derived as interest and income from deposits and investments\n\nof fund assets; and\n\n4. Designated for deposit by law.\n\nB. 1. All monies accruing to the credit of said fund are\n\nhereby appropriated and may be budgeted and expended by the Health\n\nCare Workforce Training Commission for authorized purposes as\n\nprovided in paragraph 2 of this subsection. Expenditures from said\n\nfund shall be made upon warrants issued by the State Treasurer\n\nagainst claims filed as prescribed by law with the Director of the\n\nOffice of Management and Enterprise Services for approval and\n\npayment.\n\n2. All monies accruing to the credit of said fund shall be\n\nutilized for the purpose of recruiting, educating, and stabilizing\n\nOklahoma's health care workforce, including the costs and expenses\n\nof operating such programs.\n\n3. All monies accruing to the credit of the fund shall be\n\nbudgeted or encumbered no later than December 31, 2024, and shall be\n\nexpended no later than December 31, 2026.\n\n4.
