Stat. tit. 70, § 70-697.5","heading":"Powers, duties and responsibilities","body":"The Health Care Workforce Training Commission, in order to\n\nperform its official function in establishing and administering\n\nphysician training programs, shall have the following specific\n\npowers, duties, and responsibilities:\n\n1. To review all available data on health care workforce in\n\nOklahoma in order to determine the current and projected\n\ndistribution of physicians by geographic location and by type of\n\npractice, and, to accomplish this review, the Commission shall\n\nobtain information from and work in conjunction with the State\n\nDepartment of Health and all other agencies which gather data and\n\nevaluate health care workforce needs;\n\n2. To review data and information on accredited physician\n\ninternship and residency programs currently operated by Oklahoma\n\nhospitals and other approved clinical situations, in order to\n\nascertain the number and distribution by physician specialty\n\ntraining and by geographic location of available internship and\n\nresidency positions and to evaluate the impact of internship and\n\nresidency placement on the establishment of practices by physicians\n\nin that geographic area or similar areas within the state where\n\ntheir services are urgently needed;\n\n3. To serve as an agent to advise hospitals, clinics, and\n\ncommunities on setting up and planning internship and residency\n\nprograms which emphasize the provision of additional primary care\n\nphysicians to service the rural areas of Oklahoma with primary care\n\nspecialties to be defined to include training in the area of\n\ninternal medicine, obstetrics and gynecology, pediatrics, emergency\n\ntrauma, and family practice;\n\n4. To provide general counsel and advice in the development,\n\noperation and evaluation of physician internship and residency\n\nprograms throughout this state in cooperation with the efforts of\n\nthe Oklahoma State Regents for Higher Education and the state’s\n\nphysician training institutions such as the University of Oklahoma\n\nCollege of Medicine, Oklahoma City and Tulsa campuses, and the\n\nOklahoma State University College of Osteopathic Medicine , and\n\nsubject to accreditation by official and appropriate accrediting\n\nagencies;\n\n5. To develop the criteria for determining the physician\n\ntraining cost component or associated clinical and hospital training\n\ncosts which are or may be nonreimbursable by third-party payers in\n\nprograms proposed by accredited hospitals, clinical situations, or\n\nhospital and clinical programs affiliated with and administered by\n\nthe University of Oklahoma College of Medicine, University of\n\nOklahoma College of Medicine – Tulsa, or Oklahoma State University\n\nCollege of Osteopathic Medicine in order to determine the share for\n\nthe state in supporting the salary, benefits, training and program\n\nadministration costs incurred by hospitals in supporting of the\n\ninterns and residents;\n\n6. To develop the criteria and procedure by which state\n\nmatching funds will be awarded to hospitals, accredited clinical\n\nsituations, in cooperation with the University of Oklahoma College\n\nof Medicine, University of Oklahoma College of Medicine - Tulsa, and\n\nthe Oklahoma State University College of Osteopathic Medicine which\n\nshall administer programs in hospital and clinical situations in the\n\nstate to be used to underwrite the salaries, benefits and associated\n\ntraining and administration costs provided for the physician interns\n\nand residents during their period of training in such a way as to\n\ncreate an incentive for the development and establishment of\n\nresidency and internship positions by hospitals, clinical\n\nestablishments or by affiliation agreement with the University of\n\nOklahoma College of Medicine, University of Oklahoma College of\n\nMedicine – Tulsa, and the Oklahoma State University College of\n\nOsteopathic Medicine by providing funds to cover and to supplement\n\nthe nonreimbursable or additional costs incurred in hospitals for\nishment of\n\nresidency and internship positions by hospitals, clinical\n\nestablishments or by affiliation agreement with the University of\n\nOklahoma College of Medicine, University of Oklahoma College of\n\nMedicine – Tulsa, and the Oklahoma State University College of\n\nOsteopathic Medicine by providing funds to cover and to supplement\n\nthe nonreimbursable or additional costs incurred in hospitals for\n\ntraining activities or for delivery of service in outreach and\n\nambulatory clinical situations which are outside but associated with\n\nthe hospitals and clinical establishments participating in the\n\nprogram;\n\n7. To review and to approve for inclusion in the programs\n\nfunded the applications for funds submitted by accredited hospitals\n\nand clinical situations participating in physician training programs\n\nin cooperation with the University of Oklahoma College of Medicine,\n\nUniversity of Oklahoma College of Medicine – Tulsa, and the Oklahoma\n\nState University College of Osteopathic Medicine for the costs of\n\nsupplying residents and interns in programs which they administer by\n\naffiliation agreements with hospitals and clinical situations\n\nthroughout the state in which the interns and residents are\n\nsupervised and funded by the University of Oklahoma College of\n\nMedicine, University of Oklahoma College of Medicine – Tulsa, and\n\nthe Oklahoma State University College of Osteopathic Medicine and\n\nthe hospitals and clinical establishments pay for the patient care\n\nservices rendered in their institutions by these residents and\n\ninterns during the period of training;\n\n8. To determine the specific level of funding and the\n\npriorities used for granting state support to approved hospitals and\n\nclinical situations, in cooperation with the University of Oklahoma\n\nCollege of Medicine, University of Oklahoma College of Medicine –\n\nTulsa, and the Oklahoma State University College of Osteopathic\n\nMedicine for approved hospital physician training programs for\n\ninterns and residents and to recommend to the Governor and the\n\nLegislature the total funds needed to carry out the purpose of this\n\nprogram;\n\n9. To employ a director and any staff personnel required to\n\nadminister the funding of approved physician training programs and\n\nto contract with other state agencies and institutions to conduct\n\nand to perform specified services, functions and aspects in\n\nadministering state funds on the specified cost-sharing basis\n\ndetermined by the Commission or for developing programs and\n\ncommunity and institutional participation in these training\n\nprograms;\n\n10. To ensure that hospitals or clinical situations that can\n\nqualify in all sections of Oklahoma be utilized, and to take all\n\nsteps necessary to assist such hospitals or clinics in obtaining\n\nnecessary recognition or status, or in meeting standards for\n\naccreditation or affiliation so that they may participate in these\n\nphysician training programs;\n\n11. To ensure that in programs administered and operated by the\n\nUniversity of Oklahoma College of Medicine, University of Oklahoma\n\nCollege of Medicine – Tulsa, and the Oklahoma State University\n\nCollege of Osteopathic Medicine in hospitals and clinical situations\n\nthroughout the state that funds allocated to the colleges are paid\n\nby the hospitals and clinical situations in which the patient care\n\nservices are rendered, the funds are expended for such purposes in\n\nfunding residents and interns in the physician training programs\n\nthat the colleges have established with the approved hospitals and\n\nclinical situations which programs are designed to provide primary\n\nhealth care services to the rural and medically underserved parts of\n\nthe state;\n\n12. To conduct and to administer a program of physician and\n\nhealth care workforce placement services throughout this state.\n\nPlacement services shall be made available to communities,\n\nhospitals, health care facilities, physician and health professional\nical situations which programs are designed to provide primary\n\nhealth care services to the rural and medically underserved parts of\n\nthe state;\n\n12. To conduct and to administer a program of physician and\n\nhealth care workforce placement services throughout this state.\n\nPlacement services shall be made available to communities,\n\nhospitals, health care facilities, physician and health professional\n\ntraining institutions, health professional associations and\n\norganizations, individual physicians, health professionals, students\n\nin physician and health professional training institutions and\n\nschools, and other interested parties in such a way so as to further\n\nthe purposes of improving the distribution of physicians and health\n\nprofessionals practicing or available for practice in the state and\n\nimproving in the availability of health care services to the people\n\nof the state. The placement service shall include but not be\n\nlimited to assisting communities in matching with, contacting and\n\nrecruiting physicians and health professionals to practice in\n\ncommunities in the state. The Commission shall develop criteria and\n\nprocedures for the conduct and performance of placement services and\n\nemploy any staff, contract for services with any private agency,\n\nnonprofit corporation, or institution to facilitate the performance\n\nof placement services; and\n\n13. For purposes of the income tax credit authorized pursuant\n\nto Section 1 of this act and in cooperation with the Oklahoma Tax\n\nCommission:\n\na. to certify preceptorship rotations for allopathic\n\nmedicine, osteopathic medicine, advanced practice\n\nregistered nursing, and physician assistant training\n\nprograms in this state and to register faculty\n\npreceptors who provide certified training,\n\nb. to charge administrative expenses to the State Board\n\nof Medical Licensure and Supervision, the State Board\n\nof Osteopathic Examiners, and the Oklahoma Board of\n\nNursing pursuant to Sections 2 through 5 of this act,\n\nand\n\nc. to promulgate any additional rules necessary for the\n\nimplementation of this act.","path":["OK Code","Title 70"],"source_url":"https://www.oklegislature.gov/OK_Statutes/CompleteTitles/os70.pdf","current_through":"2026-08-14","vintage":"open-us-law v2026.08, retrieved 2026-09-14","retrieved_at":"2026-09-14T18:32:36Z","sha256":"dd0c276aad8e0348cfecec06229d0209e34ad45c18fa06afa5806caae625e6d8","source_id":"us-ok","stale":false,"prev":"us-ok/okla.-stat.-tit.-70-70-697.4","next":"us-ok/okla.-stat.-tit.-70-70-697.6"},"notice":"GroundRules: Original legal text.
