The Oklahoma State Regents for Higher Education are\n\nauthorized to develop professional training institutes for the\n\npurpose of increasing the available pool of qualified teachers in\n\nsubject areas that are in critically short supply in the elementary\n\nand secondary public schools of this state. Said program shall be\n\nin conjunction with Title II of Public Law 98-377, \"The U.S.\n\nEducation for Economic Security Act of 1984\", as amended. The\n\nprofessional training institutes shall be located at and utilize the\n\nexisting facilities of one or more of the Oklahoma public or private\n\nhigher education institutions which provide programs of teacher\n\neducation. The professional training institutes shall provide\n\ninstruction for:\n\n1. Graduates of accredited colleges who hold degrees with\n\nmajors in and who wish to become certified in subject areas which\n\nare experiencing a shortage of qualified teachers; and\n\n2. Teachers currently certified in subject areas which are\n\nexperiencing an oversupply of qualified teachers and who hold\n\ndegrees with majors in and who wish to be certified in subject areas\n\nwhich are experiencing a shortage of qualified teachers.\n\nInitially, the professional training institutes shall provide\n\ninstruction in the subject areas of mathematics, science, computer\n\nlearning, and foreign languages and in teacher education in those\n\nsubject areas. After three (3) years of operation, the Oklahoma\n\nState Regents for Higher Education shall have authority to\n\nredesignate, based on data supplied by the State Department of\n\nEducation, the subject areas which are experiencing a shortage of\n\nqualified teachers and to change the institutes accordingly.\n\nB. Each professional training institute shall offer an\n\nintensive academic credit program in a designated subject area of\n\nneed or in teacher education.\n\nC. Upon successful completion of a professional training\n\ninstitute, a participant shall be eligible to teach full-time in the\n\nsubject area of need for one (1) year in the public schools of this\n\nstate during the school year following completion of the institute.\n\nD. To the extent that funding permits, it is the intent of the\n\nOklahoma Legislature that participants not be required to pay for\n\ngeneral enrollment fees, tuition, books, or special fees associated\n\nwith a professional training institute.
