The State Board of Education shall be authorized to\n\npromulgate rules and regulations regarding the procedures necessary\n\nto accomplish mandatory annexation or consolidation, as provided by\n\nand within the requirements of the provisions of Sections 2, 8, 9,\n\n10, 11, 12 and 13 of this act, and as otherwise provided by law.\n\nB. In any case where mandatory annexation of a school or school\n\ndistrict is recommended by the State Department of Education, the\n\nDepartment shall notify, in writing, the board of education of the\n\nschool district involved. Upon receipt of the notification, the\n\nschool district board shall have fifteen (15) days to request an\n\nopportunity to appear before the State Board of Education. If the\n\nschool district board fails to request an opportunity to appear, the\n\nState Board shall proceed without further notice or delay, to\n\nconclude the matter.
